Job Summary Join our amazing team as an Operations Manager, where your strategic planning acumen will drive operational excellence and innovation! Hiring Range: $75,000.00 - $89,300.00 annually (salary to be commensurate with qualifications) This position has an anticipated work schedule of Monday – Friday, 7:30am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.

Responsible for the oversight, development, and improvement of operational processes and procedures, ensuring compliance with statutory mandates and directives. Serves as a liaison with internal and external stakeholders. Oversees the physical placement of staff; coordinates moves, facilitates equipment purchases, and manages supply budget.
Essential Duties/Responsibilities
  • Responsible for reviewing and coordinating operational activities and development of improvements in methods, procedures, and systems. Advises the leadership team concerning improvements in the use of business operating procedures, policies, processes, technology, and the general operation.
  • Responsible for management and oversight of assigned functional area of the Office, including purchasing, administrative, and distribution services. Recommends and implements service and staffing changes to ensure excellent and efficient service.
  • Manages assigned staff and provides professional development and guidance to employees; assists with creating training plans to enhance and support assigned staff. Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process.
  • Ensures the organization is properly supported in their functions. Evaluates business methods, procedures, equipment, flow, and facilities to identify, recommend, and implement improvements in the ways in which capital and other resources are utilized. Monitors related technical advancement to determine the applicability for use.
  • Oversees facility operations for the organization; works closely with Facilities on reconstruction and remodel projects. Coordinates efficient and safe physical space for staff.
  • Participates in ensuring that program, financial, and performance measures are integrated to achieve strategic outcomes. Oversees daily activities to ensure operations integrate with strategic goals.
  • Contributes to overall office success by planning and initiating improvements in processes. Analyzes proposed and/or adopted statutory changes; identifies effect on procedures, office policies, and expenses, reporting progress to the leadership team as appropriate.
  • Oversees an efficient centralized records/documents management system; maintains the integrity of the records. Manages records retention and destruction based on the retention schedule.
  • Participates in the development and management of fiscal and performance management budgets. Coordinates and develops cost analyses for various projects; ensures budget processes are followed and discrepancies are identified and resolved.
  • Participates in the management of procurement functions, including writing and reviewing specifications for Invitation for Bid (IFB) proposals, Request for Proposal (RFP) specifications and bids; ensures requisitions, policies, and procedures are followed. Establishes and ensures purchase protocols are followed; manages and monitors budget as directed.
  • Participates in identifying technology systems and equipment needs and development. Oversees technology and equipment to ensure that necessary replacements are performed timely, and equipment use adheres to policy.
  • Maintains knowledge of professional, technical, and operational procedures through educational training, meetings, and committees to ensure compliance with Local, State, and Federal requirements while guiding the office as an efficient organization.
  • Performs other duties as required.
Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.
Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.
QualificationsKnowledge, Skills & Abilities
  • Knowledge of State statutes and regulations related to job functions.
  • Strong knowledge of confidential communication and records retention.
  • Knowledge of El Paso County systems.
  • Skill in recognizing, investigating, and analyzing a variety of financial, operational, and administrative problems, developing alternatives and appropriate solutions.
  • Ability to direct, manage, organize, and coordinate the activities of others. Ability to supervise and train others; ability to objectively review and evaluate the performance and work of employees.
  • Ability to promote teamwork at all levels.
  • Ability to interpret and apply organizational goals as well as relevant Federal and State laws and regulations; ability to recognize and evaluate industry trends.
  • Ability to demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns. Ability to identify problems and work creatively to develop resolutions and recommend corrective actions, considering the impact of actions on the department.
  • Ability to communicate effectively, both verbally and in writing, with elected officials, executive leadership, County staff, vendors, and the public.
  • Ability to establish and maintain effective working relationships with County staff, elected officials, vendors, and the public. Ability to provide excellent customer service.
  • Ability to set goals and priorities; manage time efficiently; remain open to change and new information; effectively deal with pressure and ambiguity.
  • Proficient in Microsoft Office software, including Word, Excel, PowerPoint, and Outlook.
  • High level of professionalism, integrity, and ethics.
  • Maintain regular and punctual attendance.
Required Education & Experience
  • High school diploma or equivalent education.
  • Three years of professional administrative or operational management experience.
    • Associate’s degree in a related field may substitute for one year of the required experience.
    • Bachelor’s degree in a related field may substitute for two years of the required experience.
    • One year of supervisory or managerial experience.
    Preferred Education & Experience
    • Associate's degree or higher in business administration, public administration, operations management, or related field.
    • Project management or related experience.
Licenses/Certificates
  • Must possess and maintain a valid driver's license.
Pre-Employment Requirements
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work ConditionsDuties are performed primarily in an office environment; some travel may be required. Will be required to work evenings and weekends as business needs dictate. May be required to safely lift and carry equipment and materials weighing up to 30 pounds.
