BACKGROUND

Electrical District No. 3 (ED3) was formed in 1926 to provide power to pump irrigation water for local farmers. Since then, ED3 has become a full-service electrical utility, providing power to over 35,000 residential, commercial, agricultural, and industrial users over a 350 square mile service territory. The District owns and operates 12 substations that step down our 69kV transmission voltage to 12.47kV for distribution over 17,000 miles of overhead and underground lines.

Definition

The Engineering Project Manager reports to the Assistant GM – Engineering & Operations and serves as a subject matter expert and project manager for all District Transmission & Distribution system projects.

Job Summary

Responsibilities for this position include but are not limited to:

· Provide project management for system upgrades and new construction.

o Detailed statements of work

o Design and construction contracts

o Project schedules and status reports

o Change control/change orders

o Resource management

· Develop and implement Engineering Design Standards for substations, transmission lines, distribution lines, and appurtenant equipment.

o Apply those Standards to direct third-party contractors in the creation of engineering designs.

· Mentor and provide guidance to junior engineers and engineering technicians.

· Oversee the preparation of procurement specifications for transmission and distribution system equipment.

· Manage the District Asset Management System.

· Provide input to the annual Capital Expenditure Budget.

· Verify projects conform to the specifications.

· Manage multiple, concurrent projects with unique demands.

· Manage work control functions and coordinate with other groups and departments to:

o Ensure jobs are opened, worked, and closed out properly,

o Verify system configuration management is maintained on all assets,

o Confirm document management functions are completed correctly.

  • Create project reports to provide insights into schedule, resource loading, project status, and project expenditures.
  • Provide estimates of labor, material, construction, and equipment costs for proposed projects.
  • Perform Cost-Benefit Analyses for proposed projects.

Essential Qualifications

· Managing rapid system growth.

· Project management.

· Design and operation of three-phase medium- and high-voltage power systems.

· System protection principles.

· Configuration management principles for complex systems.

· Outage event analysis and power quality monitoring.

· SCADA system design and operation.

· Computer system networking and cyber security principles.

· Data communications protocols, including DNP3 and Modbus.

· Metering and Automated Metering Infrastructure (AMI).

· GIS planning and data management.

· Familiar with CAD principles.

Requirements

· Proficient with Microsoft Office software, including Microsoft Project.

· Strong troubleshooting and problem-solving skills.

· Able to communicate clearly, confidently, and professionally with contractors and coworkers (both technical and non-technical in nature).

· Able to legally work in the US.

Physical Requirements:

· Must successfully pass pre-employment drug screening test and background check.

· Must possess a valid driver license.

Education, CERTIFICATIONS, lICENSING, & Experience

Education:

· Bachelor of Science in Electrical Engineering or related field.

· Master’s degree a plus

o Public or Business Administration

o Engineering Discipline or related field

Licensing:

· Professional Engineer license preferred, but not required.

Certification:

· Project Management Professional (PMP)

Experience:

  • Work history that demonstrates knowledge required in this job description,
  • Minimum of ten years’ experience in engineering.

Work Environment

While performing the duties of this job, the employee is usually located in a typical office environment. Some work duties require the employee to be in the field or in electrical substations where electrical and thermal hazards exist. The employee will complete proper safety training for such environments.

Job Type: Full-time

Pay: From $110,000.00 per year
