Elevance Health operates in a Hybrid Workforce Strategy. Unless specified as primarily virtual by the hiring manager, contractors are required to work at an Elevance Health location at least once per week, and potentially several times per week. Specific requirements and expectations for time onsite will be discussed as part of the hiring process. Candidates must reside within 50 miles or 1-hour commute each way of a relevant Elevance Health location.


Primary duties may include, but are not limited to:

  • Responsible for the development and ongoing management of one or more multi-year programs.
  • Manages Enterprise-wide programs of $7 M - $10M size with multiple concurrent sub-projects or equal complexity.
  • Responsible for applying project management knowledge, skills, tools and techniques to project deliverables, processes, and systems.
  • Managing all aspects of a project including initiating, planning, executing, closing and controlling, primary responsibilities include, but are not limited to coaches and mentors project team members; mentors other project managers around project management methodology.
  • Determines project scope
  • Develops resource, risk, quality, cost, and scope management plans
  • Develops training plans
  • Develops requirements documents
  • Develops project approval matrix.
  • Identifies project team training and tool needs.
  • Defines, recommends and secures contractual agreements for technical services and products.
  • Coordinates requirements, schedules implementation and post-implement plans, and develops service-level agreements for vendor partners and global resources firms.
  • Defines quality gates for each project methodology phase.
  • Defines critical success factors.
  • Establishes and manages the project warranty period.
  • Responsible for managing all aspects of one-to-many technical projects under the CS Modernization initiative
  • Work the full life cycle of projects from idea generation through deployment
  • Responsible for initiating programs, driving delivery to completion, and providing support in case issues arise
  • Negotiate scope and timelines with technical dependencies
  • Ensure non-functional aspects of software delivery such as performance, reliability, usability, security, and compliance are implemented
  • Lead technical design and architecture discussions across cross-functional teams
  • Oversee software requirements (including design, architecture, and testing) and hardware assets (system design, hardware selection, etc.)
  • Decipher technical needs of internal and external teams and translate them across stakeholder groups
  • Act as a communications liaison between technical and non-technical audiences
  • Facilitate cross-collaboration and understanding between BST and other stakeholder groups
  • Organize and track jobs, clarify project scopes, proactively manage risks, deal with project escalations, prioritize tasks and dependencies
  • Solve complex business problems within allocated timelines and budget


Requirements
:

  • Requires BA/BS in Computer Science, Engineering, or related discipline with IT focus degree.
  • Minimum of 10 years professional project management experience managing increasing project size and complexity; or any combination of education and experience, which would provide an equivalent background.
  • Project management certification required within one year of job placement and prior to moving to next level.
  • Demonstrated application of and proven success of project management methodology, management tools, analysis and research tools, documentation tools, and reporting tools required.
  • Experience in coaching and mentoring project team members preferred.
  • Experience in creating an effective team environment, building strong relationships, negotiation, solving problems and issues, resolving conflicts, managing resources in a matrix environment, communicating and influencing effectively at all levels of an organization required.
  • Experience using portfolio management application and Rational tools preferred.
  • Technical Program Manager with strong background on Project Management will be required.

  • Work Schedule: Monday-Friday (8:00am-5:00pm)
