Job Position Program Director

#### Job Description:

We are seeking an experienced Senior Program Director with extensive public health knowledge to lead an IT modernization and transformation initiative for the Department of Public Health (DPH). This key leadership role will strategize and build a comprehensive roadmap to support organizational objectives, collaborating with various stakeholders, project teams, divisions, departments, and vendors. The position will engage with all levels of staff, including senior executives, to refine the project scope, develop strategy, and ensure successful delivery of modernization initiatives.

#### Key Responsibilities:

- Collaborate with program sponsors and Project Portfolio Managers (PPMs) to identify and prioritize division-level initiatives.

- Establish and implement a governance model for the DPH data modernization program.

- Develop and prioritize modernization efforts with business and IT leaders.

- Define data needs and support the creation of Dashboard Visualizations.

- Develop business intelligence solutions, dashboards, and data visualizations.

- Create Business Cases and Cost-Benefit Analyses for initiatives.

- Obtain necessary approvals for project initiation within DHHS and the state.

- Develop Statements of Work (SOW) and Requests for Proposal (RFP) with business and agency teams.

- Manage multiple vendor engagements and cross-functional team requirements.

- Identify risks and opportunities across various projects.

- Oversee budget and funding channels to maximize productivity.

- Track and present program details, progress, and risks to senior management.

- Manage resource allocations and maintain transparent communication.

- Ensure compliance with the State IT Roadmap and security requirements.

#### Required Skills:

- Proven strategic vision for data management and modernization.

- Extensive program management experience with large, complex technology programs.

- Knowledge of modern data architecture, data lakes, and relational databases.

- Ability to work in a diverse technical environment.

- Experience with on-site, off-site, and cloud-based database solutions.

- Strong leadership, negotiation, time management, facilitation, and organizational skills.

- Experience managing a portfolio of multiple projects.

- Excellent written and verbal communication skills.

- Proven ability to acquire and utilize resources within agreed parameters.

- Experience leading strategic initiatives and corrective actions for system improvements.

- Ability to build, influence, and lead effective teams.

#### Preferred Qualifications:

- PMP/PgMP Certification.

- Agile (PMI-ACP) Certification.

- Experience managing large complex programs, especially legacy system replacements.

- Collaboration experience with State and Local Government.

- Public health experience is a plus.
