Position: Payroll Accountant/Payroll ManagerDepartment: Human ResourcesReports To: Director, Human ResourcesEmployment Status: Full-Time, ExemptOffice Location: Hybrid / Corporate Office, Midtown NYCSupervise: Payroll DepartmentJob Summary:The Payroll Accountant/Payroll Manager will lead and oversee the overall administration of the department in the best interest of Emigrant Bank. The Manager will oversee the systems and processes to ensure the integrity, compliance and accuracy of companywide payroll. This position will oversee/handle Multi-State payroll processing in a fast-paced growth environment. This role will support and manage the payroll team as they perform payroll duties in the most efficient manner. This position will perform payroll accounting duties, resolve tax issues, serve as a key contact in payroll audits and serve as the project manager when needed. This Manager must be well versed in state wage and hour payroll tax requirements. Job Specific Responsibilities and Duties:
Manage payroll administration through two (2) direct reports including salaries, benefits, garnishments, deductions, taxes, third party payments, time and attendance and expense reports
Oversee accuracy of all payroll transactions bi-weekly, quarterly, and annually
Attend weekly payroll, HR, and employment meetings
Ensure compliance with relevant laws and bank and other internal policies
Supervise, coach, and evaluate payroll team members
Manage payroll tax in a multi-state environment
Perform payroll accounting duties and collaborate with appropriate accounting teams
Maintain accurate records and prepare reports
Develop department goals, objectives, and systems
Ensures compliance with all applicable state and federal wage and hour laws
Serve as key contact and process payroll accounting duties including various journal entries, account reconciliation and provide general ledger support
Manage payroll tax policies, procedures, duties, issues and recordkeeping
Ensure compliance with internal policies and controls, as well as compliance with external laws and regulatory guidance
Maintain knowledge and responsibility of industry trends, and compliance with federal, state, and local legislation
Assist benefits with managing the 401K, pension data, and reports
Assist with the Human Resources annual budget
Set up and close entities in ADP with city, state and federal agencies as needed
Oversee annual year end payroll, processing and reconciliation
Lead payroll projects and conversions.

Qualifications:
Proven experience as a payroll manager or similar role
Experience with payroll accounting procedures and duties
Experience working with payroll compliance and audit
Current knowledge of payroll procedures and related laws
Excellent understanding of multi-location payroll and taxes
Familiarity with payroll software/ HRIS (e.g. SAP, ADP, Kronos) and MS Office (especially Excel)
A keen eye for detail
An analytical mind and accurate calculation skills
Outstanding communication skills (written and oral)
Organizational and leadership skills
BS/BA in Business Administration, Accounting, Human Resources or related field
At least 5-10 years' experience managing a Payroll team
