This key role in the organization works with our largest asset to ensure resource adequacy and key financial reporting to help drive decision making. The person must be able to support a broad range of functions and be ready to support the organization quickly as we prepare for our bi-annual outage.
GENERAL SUMMARY
This position is responsible for the effective and efficient implementation of Columbia budget activities to include but not limited to: planning and directing Energy Northwest’s (EN) budgeting operations, delivering monthly, quarterly, and annual performance reporting, interfacing with management and senior leadership, preparing budget performance and/or outlook presentations to the Executive Board, Board of Directors, Participant Review Boards and Bonneville Power Administration. Other functions: project controls for all major Columbia projects, contingency management, running the corporate executive authorization committee, project review committee, providing oversight of supporting planning processes, developing routine reporting requirements, evaluating and identifying key trends and insights, defining managerial accounting policy, implementing accounting policy as defined by FASB/GASB and the Accounting Manager.
Responsible for establishing annual budget reduction and control targets and monitoring performance. Responsible for complex estimates and establishing a systematic approach to ensuring all data is formulated in a controlled approach which aligns with accounting standards as defined by the Accounting Manager and/or an approved position paper or internal policy.

PRINCIPAL ACCOUNTABILITIES
Implement the above functions utilizing controlled and defined processes which deliver repeatable high-quality and value-added results for effective financial decision making and cost control.
Develop annual budget targets which align with the agency’s strategic initiatives, risk areas, and cost of power targets.
Focus efforts on ensuring the right budget is in place and is adjusted to account for changing business needs. Routine operational costs vs. one time or periodic expenditures are well understood and differentiated.
Ensure the right contingency is in place to account for unforeseen challenges that could impact the agency’s ability to be safe, reliable, predictable, and cost-effective within the region and the industry.
Provide insight and strategy for long-range planning to ensure the agency has adequately planned resources.
Ensure the right processes and reporting is in place for routine financial performance accountability and communication.
Adjust processes and reporting methods to address the changing needs of the organization.
Be advisory and partner with stakeholders, driving cost reduction, control, and increased value.
Stay aware of trends in the region, industry, and amongst our “peers”.
Be versant in contractual arrangements between Energy Northwest and Bonneville Power Administration which provide governing input to the budget process.
Responsible working with the Financial Planning & Analysis team to develop: Routine financial reporting, ongoing performance reporting needs, cost reduction targets, cost reduction performance, continuous operational improvements and strategies for achievement, internal performance measurement, and ongoing support needs with the
Ensure effective documentation and retention of key deliverables and working papers. Ensure internal controls are designed effectively to manage inherent process and computing risks. Ensure key controls are implemented and adhered to. Utilize the management decision framework to document key risk-based decisions and managerial accounting positions.
Conduct frequent observations of staff and provide constructive feedback to reinforce and enhance performance; create a climate of continual learning and personal development; resolve personnel problems; facilitate conflict resolution; and coordinate the activities of the organization with other areas of the company. Provide mid-year and annual appraisals for direct and matrix employees. Document written feedback for long term contractors.
Conduct special studies/projects as assigned.
May be required to participate in ERO and outage positions as assigned.

REQUIRED EDUCATION AND EXPERIENCE
Requires a bachelor’s degree in Accounting, Finance or Business Administration from an accredited college or university and ten or more years of experience in a financial organization of a large company or operating component of a large company (over 100 employees) and at least two years management/supervisory experience. Must demonstrate record of continual learning and training. High School Diploma or GED required.

Pay Range
$157,548.00 - $236,322.00 Annual
Midpoint:
$196,935.00
Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
Offers will be negotiated based on each candidate's qualifications.
Incentive Compensation
This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.

Qualifying employees will also accrue 160 hours of personal time per year and nine paid holidays throughout the calendar year.
