PURPOSE AND NEED
Environmental Incentives, LLC (EI) is seeking to hire a Senior Program Manager (SPM) for the anticipated five-year Global Health Risk and Capacity (GHRC) Mechanism funded by United States Agency for International Development (USAID) through the Global Health Bureau. The primary objective of the mechanism is to provide partners and Missions with the support they need for success in working directly with local organizations across USAID/Global Health's portfolio, building on the successes and lessons learned from U.S. President's Emergency Plan for AIDS Relief's (PEPFAR's) local partner transition as well as other localization efforts across the Agency. The mechanism will support identifying, treating, and mitigating risks; provide effective and individualized capacity development support for programmatic and operational excellence; improve monitoring, evaluation, and learning (MEL); and improve Missions' ability to provide oversight and manage local partners.
The GHRC SPM will play a critical role in a four-person project management team, problem-solving as needed and providing day-to-day management of core and buy-in budgets, consultants, subcontractors, and project reporting.
The GHRC SPM will provide overall operations support and ongoing management at the Task Order (TO) level to ensure adequate communications between the operations team, subcontractors, USAID Missions, and in-country personnel, and provide management and oversight support to buy-ins. They will provide implementation backstopping support, including ensuring compliance and quality of deliverables and ensure smooth start-up, implementation, and closeout efforts of the TO. The GHRC SPM will work closely with the Director of Operations and Finance to ensure efficient systems are developed and maintained to ensure effective use of project resources.
The candidate will also engage with EI's Program Management Unit Service Line to increase the effectiveness of GHRC by drawing on company knowledge and resources, and disseminate company best practices, policies, tools, and processes within GHRC. Further, the candidate will engage in company-level processes, such as corporate reporting and forecasting, annual strategic planning, and operations decision-making and support.
This will be a full-time position and will be contingent on award and funding, which is expected to be confirmed Summer 2024.

RESPONSIBILITIES
  • Serve as a member of the GHRC Senior Management Team to ensure efficient and compliant implementation of all contractual, operational, and financial aspects of the GHRC Task Order.
  • Work in close collaboration with the Director of Operations and Finance, program managers, project implementation staff, and corporate teams to ensure high-quality and compliant delivery of projects.
  • Develop and manage critical path, project flow diagrams, trackers, etc. for planning and monitoring tasks, responsibilities, and milestones for all stages of program implementation from design through closeout.
  • Manage processes to ensure effective communication and timely delivery of all required project deliverables such as work plans, monthly meetings, annual reports, synthesis of findings, etc.
  • Ensure quality of financial elements of project including accuracy of invoices and project forecasting and preparing and presenting comprehensive financial and administrative reports and correspondence.
  • Ensure project procurements are consistent with contract requirements and technical specifications by working closely with contracts and technical staff.
  • Prepare and submit client approval requests.
  • Participate in the selection, hiring, and development of project staff and short-term technical assistance (both expatriate and local), including review of scopes of work and support for consultant onboarding/debriefing.
  • Manage systems that ensure effective management of subcontractor activities and funds.
  • Work with other EI teams, clients, subcontractors, and independent consultants as needed for implementation of complex project tasks, programming, and other activities.
  • Collaborate with the senior management team in planning, facilitating, and following up on team meetings, both remote and in-person.
QUALIFICATIONS
Minimum Qualifications
  • Bachelor's degree and seven years of relevant experience or Master's degree and five years relevant experience or equivalent combination of education and experience.
  • Demonstrated administrative experience with project management functions, including managing multiple tasks, contracts, consultants, subcontractors, clients, and stakeholders.
  • Experience in managing and backstopping USAID-funded projects.
  • Demonstrated experience in USG procurement regulations, practices, and documentation.
  • Experience in financial management of large international projects.
  • Experience managing budgeting, cost estimating and tracking for international development projects.
  • Experience in project management procedures for planning and processing international development projects, and for establishing plans, specifications, monitoring, and management of the development projects.
Preferred Qualifications
  • Demonstrated experience facilitating project startup and/or closeout processes for PEPFAR-funded projects.
  • Experience developing project management processes and supporting teams in adopting them.
  • Experience managing one or more professional staff, motivating them to achieve organizational goals, and coaching other team members.
  • Experience and knowledge of FAR, USAID ADS, AIDAR and business practices.
  • Experience providing technical input to products and initiatives as a member of a team and facilitating the development of work products and initiatives across large, diverse teams.
  • Professional proficiency in Spanish, French, or other languages.
Knowledge, Skills, and Abilities
  • Ability to solve technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
  • Ability to collaborate with, listen to, respect, and celebrate the contributions of others, including others of different cultural backgrounds.
  • Strong process management skills and ability to produce quality products as scheduled.
  • Highly organized with excellent verbal and written communication skills, as well as strong facilitation and copy-editing skills.
  • Advanced to expert knowledge of MS Office suite (particularly MS Word, Teams, PowerPoint, and Excel) and Google Suite (Gmail, Calendar Google Drive/File Stream, Sheets, Docs).

BASE STATION AND COVID-19 POLICY
This opportunity is a full-time position. The preferred location for this role is in Washington, D.C., however, exceptional remote candidates will be considered. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.
