Description

SUMMARY OF DUTIES AND RESPONSIBILITIES:

To provide leadership and supervision to the Behavioral Health team and oversee implementation of behavioral health services within ECS programs and, in collaboration with the City and County of San Francisco, across the homeless crisis response system and supportive housing settings. The Director of Behavioral Health collaborates with all ECS Program Directors to provide clinical consultation and leadership and will act as a resource to ensure that all ECS clients and residents have the unique clinical services, resources and support needed.

The Director of Behavioral Health collaborates with ECSs finance, development, and other program and administrative staff to ensure effective service delivery, sufficient funding, and sound financial management including Medi-cal billing. The Director carries lead responsibility for proposal writing, negotiation, and reporting on public grants and contracts in collaboration with the ECS Chief Program Officer and ECS Public and Private grants teams. The Director represents ECS to public agencies, community groups, and partnering organizations on matters concerning ECS behavioral health services and ECS partnership in a community-wide system of care.

The Director of Behavioral Health reports to the Chief Program Officer and serves as a member of ECSs senior management team.

PROGRAMMATIC RESPONSIBILITIES:

  1. Ensures the provision of professional, accessible and culturally relevant behavioral health support, advocacy, linkages and creation of care plans in order to guide participants through a process of self-directed goal setting that builds upon participants strengths and talents.
  2. Represents ECS to public agencies, community groups, and partnering organizations on matters concerning ECS behavioral health services and ECS partnership in a community-wide system of care.
  3. Directly supervises the Associate Director of Behavioral Health, and ensures:
    • Clinical supervision of the behavioral health team (AMFT, ASW, APCC) in accordance with BBS requirements, including weekly individual and group supervision and continuing education requirements for licensed clinicians (LMFT, LCSW, LPCC).
    • Policy development and updates regarding Medi-Cal certification and recertification issues
    • Team meets all units of service and productivity goals. Manages the creation of individualized plans for staff struggling to meet their productivity goals to include: refresher training; shadowing with high-performing staff; scheduling one-on-one supervision; identifying relevant DPH trainings, etc.
    • Clinical staff are skilled and trained in the areas of Medi-Cal billing; medical necessity; assessments; treatment plans; AVATAR progress notes; ANSA, etc.
    • Monitors and ensures PURQC reviews.

Administrative Responsibilities

  1. Directly supervises the Associate Director of Behavioral Health and supports a team of behavioral health counselors, clinicians and quality assurance administrative staff.
  2. Advises the Chief Program Officer and, at the Executive Directors request, the ECS Board of Directors on clinical service analysis, goals and objectives and concerns across the agency.
  3. Participates in regular meetings of ECSs directors and management staff to advance organizational vision, values, innovation, collaboration, and service integration.
  4. Develops budgets and ensures responsible and effective financial management of the department, in collaboration with CFO, finance staff, and the Chief Program Officer.
  5. Collaborates with the ECS Development team for fund development from private and public sources, researching and writing proposals, and negotiating and reporting grants and contracts, directly and collaboratively with ECSs Development Department, Finance Department and the Director of Programs.
  6. Maintains productive working relationships with key private and public funders.
  7. Ensures full compliance with contracts and regulatory agreements.
  8. Leads the analysis and implementation of quality, effective Medi-Cal billable clinical services across all ECS programming.
  9. Works with Human Resources and team Managers to recruit, hire, train and progressively discipline, as necessary, licensed and non-licensed Behavioral Health staff providing leadership and direction in all aspects of the process.
  10. Works closely with the Associate Director and Administrative Assistant/Quality Assurance Specialist to ensure that all Medi-Cal billable UOS and all contract objectives are met annually.
  11. Creates and maintains data systems and tracking tools to monitor billable UOS productivity and AVATAR submissions.
  12. Produces timely monthly, quarterly and annual reports and in meeting all contract deliverables.
  13. Attends the CBHS Mental Health Contractors [monthly], CBHS Providers [monthly] and other meetings related to DPH Medi-Cal policy and procedure, as required.
  14. Follows and implements all applicable policies and procedures of Episcopal Community Services.
  15. Performs other duties as required.

Qualifications


REQUIREMENTS:

  1. Masters degree in social work or related field, with LCSW, LMFT or PsyD licensure required.
  2. At least five years of progressive experience in human services administration.
  3. Experience in service delivery to homeless and other very low-income families and individuals.
  4. Knowledge of and commitment to harm reduction practices.
  5. Working knowledge of funding sources, both public and private.
  6. Ability to maintain focus on organizational vision while attending to necessary and appropriate details.
  7. Excellent written, verbal and interpersonal communication skills.
  8. Collaborative work style, initiative and flexibility.
  9. Financial management competence, personnel management skills, and computer proficiency.
  10. Commitment to ECSs mission and to its organizational values.
  11. Highest integrity

OTHER: Must secure annual TB test. Must secure fingerprint background check. Provide proof of COVID-19 vaccine and booster.
