Purpose of the position: The Director of Operations is responsible for overseeing all aspects of Affordable Living (AL) housing operations, ensuring leasing and rental subsidy compliance with all HUD, LIHTC, FHLB, HOME, RD and other occupancy and fair housing regulations. The purpose of this position is to provide leadership to the organization by planning, organizing, implementing, evaluating, and directing AL communities’ overall housing management processes and compliance. Shares in responsibility for performance of communities, culture within each community and maintaining the physical asset.
Minimum Qualifications:
  • Must have as a minimum, 5 years of experience as a manager of affordable housing.
  • Bachelor’s degree in management, business, social work or other related field preferred.
  • Had in-depth knowledge of HUD and LIHTC regulations; COS or SHCM certification required.
  • Familiar with laws, regulations and guidelines governing personnel administration.
  • Working knowledge of accounting concepts, planning and quality improvement and assurance.
  • Is able and willing to work effectively in a process-based and matrix managed collaborative organizational structure.
  • Is able to read, write and communicate effectively in the English language.
  • Is able to see and hear or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position can be fully met.
  • Is able to lift and push equipment and/or supplies weighing up to 25 lbs on a regular basis.
  • Able and willing to work independently with flexibility and integrity, as well as effectively and harmoniously with team members, residents, family members, volunteers, government agencies/personnel, and the general public.
  • Is able to relate to and work with the elderly, emotionally upset and, at times, hostile people within each community or neighborhood.
  • Is able to make independent decisions, and possesses leadership ability and is willing to supervisor others.
Essential Functions of the role:
  • Provides leadership and supervision to Regional and Community Managers of AL communities. Hires, trains, supervises, develops, and manages the performance and development of those supervised in accordance with company policies and person-centeredness. Completes performance evaluations and assists Community Managers with site-level team members. Approves all new hires, status changes, and terminations for on-site team members. Delegates administrative authority, responsibility and accountability to other team members as necessary.
  • Plans, organizes, evaluates and directs day to day functions according to policies, procedures and applicable regulatory and statutory requirements. Assists in the development, use, enforcement and updates of policies and procedures to assure continued compliance.
  • Ensures that ERS’s AL communities achieve satisfactory outcomes in financial performance and resident satisfaction, and works effectively with others within ERS to provide service coordination, maintenance and custodial needs.
  • Oversees and routinely evaluates the communication system involving financial and rental transactions and activities among regional managers, community managers and the ERS Support Office.
  • Works collaboratively with the AL Director of Resident Support and facilities team members to ensure the effective and collaborative operation of each community. Informs them of any changes in the regulations and provides training as needed.
  • Trains and assists managers with OneSite Software to ensure monthly HAP and scheduled recertifications are submitted on time to allow payment to be received in a timely manner.
  • Assists VP and ERS Support Office to set annual budgets for AL communities.
  • Reviews budgets and occupancy of AL communities. Ensures revenue budget is met.
  • Develops and leads the implementation of a transition plan for newly acquired or managed AL properties from pre-acquiring to post 6 months or when the community is fully operational. Creates lease up team for each new tax credit community and assists with lease up as needed.
  • Educates managers to ensure new residents meet tenant selection policies and unit qualifications prior to offering a unit for move in. Responsible for overseeing the assignment of proper rents to apartments and rents residents pay.
  • Conducts file and policy reviews to ensure compliance with applicable compliance regulations. Participates in Management and Occupancy Reviews, funding source and syndicator reviews. Assist managers in developing a plan of correction for deficiencies noted during survey inspections and accreditation visits.
  • Keeps abreast of all HUD, LIHTC, HOME and RD regulations and updates policies and procedures as needed. Monitors compliance with all regulations. Educates managers to ensure that reports required by these and other agencies such as funding sources and syndicators are completed accurately and submitted in a timely manner.
  • Is accountable for the successful operation of the communities including financial controls of the annual capital budget, budgetary process and performance against budget. Works closely with the facilities team members on capital expenditures and asset management.
  • Assist with reviewing, monitoring and withdrawing from capital reserves
  • Ensures that the managers collaborate with the AL Fund Development staff to support initiatives with donors and organizations that provide services and gifts in kind.
  • Ensures that the managers work cross functionally with the Director of Resident Support in coordination with activities and volunteer team members.
  • Assists the Vice President of Affordable Living in developing an annual strategic plan including objectives, action plan and financial plan.
  • Is responsible for partnering with the Marketing Department for the successful development and implementation of the marketing and move in plan for all Affordable Living communities
  • Updates, implements and oversees collaboratively the AL safety and risk management plan. Monitors adverse events for trends.
  • Maintains effective relations with residents, families, team members, Board members, health care partners, COA, volunteers, donors and others. Assists managers with difficult or unresolved conflict with residents and/or family members.
  • Assists the Director of Resident Support with resident relations functions, including concerns and issues.
  • Assures proper staffing levels are met.
  • Assures that the resident’s rights to fair and equitable treatment, self-determination, individuality, privacy, property, fair housing and civil rights are well established and maintained at all times.
  • Oversees resident relocation following the Uniform Relocation Act guidelines, ensuring sound communication and follow through resulting in resident and owner satisfaction.
