DescriptionFLEET SERVICE ADMINISTRATORSummaryJOB DESCRIPTIONPosition PurposeResponsible for personnel, productivity, safety, and efficiency of the Chicago Biosolids Recycling Facility. Plans, organizes and manages the maintenance and service of multiple Recycling MRF facilities. Assures compliance with established environmental procedures, safety procedures, standard operating procedures, standards, policies, and emergency response procedures.
Primary Duties/Responsibilities
  • Manages daily operation and maintenance and ensures compliance with operational, QC, safety, environmental, and performance metrics. Typically works through Operations, Maintenance and Plant Supervisors to ensure that plant resources are being utilized to achieve required objectives. Teaches cost control and provides effective counsel / direction, especially where corrective actions are needed.
  • Supervises and coordinates the work, training, and education of all maintenance personnel.
  • Supervises and coordinates the maintenance schedules of the plant. Issues a daily schedule of work and other advance schedules as may aid subordinates in planning their work.
  • Ensures that all prescribed or necessary security and safety precautions are understood and strictly observed.
  • Leads investigations of plant mishaps to determine Root Causes for deficiencies in plant productivity, safety, and efficiency.
  • Ensures adequate repair parts, supplies, and services are available to maintenance personnel.
  • Supervises the organization and operation of the plant's preventative maintenance program and is responsible to senior management for adequate management of repair parts inventories.
  • Continuously monitors, documents, and evaluates the implementation of management control systems to include management control assessments, training, and tracking systems.
  • Reviews and reports, records, logs and confirms the adequacy of present and projected production. Ensures that uniform monitoring and recordkeeping are performed facility-wide.
  • Ensures senior management is advised of deficiencies, and anticipated difficulties which may affect operations or plant efficiency.
  • Makes frequent inspections of the plant and takes remedial action to correct defects.
  • Works with the Plant Managers to develop site-specific or functional goals and activities required to meet overall business objectives. Maintains standards, guidelines and procedures. Identifies needed process improvements, evaluates new concepts, technologies, and practices. Recommends and implements approved improvements.
  • Fosters a culture of sustainability and conservation, and promotes cost consciousness within the staff.
  • In addition to supervisory duties, has an impact on budgeting, controlling costs, planning, and scheduling & procedural changes.
  • Maintains an up-to-date plan of action to be taken in event of emergencies such as machine, equipment or power failure, or need to release dammed water to affect flood control. Manages emergencies in an effective manner.
  • Teaches and empowers others to make decisions within established parameters.
  • SPECIFIC ACTIVITIES (INTERMITTENT, ON AN OCCASIONAL BASIS, ETC.):
    • Executes capital and facility improvement plans as required.
    • May oversee construction and maintenance of capital projects at facilities
    • Oversees contractors as required.
Work Environment
  • Spends 50% of the time in operations environment and 50% of time in office environment.
  • May need to work outside in inclement weather conditions and drive a company vehicle to perform duties.
  • Occasional travel for training or meetings.
  • Possible Work Hazards: May be exposed to possible operations hazards including dust, fumes, rotating machinery, high pressure, hot or cold work temperatures, slippery surfaces, water, and electrical hazards.
Qualifications Education/Experience/Background:
  • At least ten years of lead and/or supervisory experience in a plant environment with knowledge of engineering and production methods, techniques, principles, and practices.
  • High School Diploma/Equivalent, technical/trade school, or licensing, preferred.
Knowledge/Skills/Abilities
  • Knowledge of QA/QC procedures, Safety, Environmental and Facilities Management, and Capital Equipment Management.
  • Ability to coordinate problem resolution, resolve conflicting priorities and to meet assignment deadlines within a team environment.
  • Ensures that business initiatives and goals are effectively communicated to employees as appropriate.
  • Demonstrated ability to diagnose complex process problems and manage remedial action.
  • Demonstrated knowledge of budget preparation and cost control, with the ability to forecast budget, staffing, and equipment needs.
  • Demonstrated ability to prepare accurate, effective, complete and easily understood written communications and reports.
  • Strong PC skills with proficiency in word processing, spreadsheet and database software and the ability to optimize the use of technology and systems to communicate, manage budget and to streamline processes and increase efficiency.
  • Familiarity with maintenance, operation, regulatory reporting and cost estimating software.
  • Proficiency in the care and use of all site-specific, facility required PPE (Personal Protection Equipment).
  • Must be able to respond to on-site emergencies if required.
Physical Requirements
  • Amount of time spent – Standing: 25%; Sitting: 50%; Walking: 25%.
  • While performing the duties of this job, the Maintenance Manager is regularly required to use hands to finger, handle, or feel; reach with hands and arms, and talk or hear.
  • The employee is occasionally required to stoop, kneel, or crouch and enter confined spaces.
  • May be required to use ladders or stairs.
  • May occasionally be required to lift 50 to 60 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
Supervisory ResponsibilitiesThe highest level of supervisory skills required in this job are the tasks associated with leading and coaching employees. This includes:
  • Direct/Indirect supervision of full-time employees including Techs, Sales Reps, Operators, Maintenance Mechanics.
