Equinox Consulting Partners is seeking a skilled Business Analyst to support the Virginia Office of Data Governance and Analytics (ODGA) and the newly created Office of Workforce Development. Reporting to the Deputy Chief Data Officer within the ODGA, this role will provide strategic business analysis services to enhance the operational effectiveness of these key agencies. This is a HYBRID position requiring the successful candidate to commute to the office in Richmond, VA 4 times a week. Only local candidates will be considered.

Key Responsibilities:

• Act as a liaison between the ODGA and the Office of Workforce Development, facilitating clear communication and understanding of business needs and capabilities.
• Review and analyze assigned business processes from end-to-end to identify operational, financial, and technological risks, and opportunities for efficiency improvements.
• Document business requirements, functional specifications, and process flows to address business challenges and support strategic initiatives.
• Lead small to mid-size projects, ensuring timely and effective delivery of project outcomes.
• Assist project managers on larger, more complex projects related to operational business functions affecting team members and providers.
• Conduct comprehensive analysis of business processes and workflows to recommend process improvements and optimize operational efficiency.
• Collaborate with stakeholders to prioritize business needs and ensure alignment with organizational goals.
• Prepare and deliver presentations, reports, and documentation to communicate findings and recommendations to stakeholders and senior management.

Requirements:

• Proven experience as a Business Analyst, preferably in a governmental or public sector environment.
• Strong understanding of business analysis methodologies and best practices.
• Excellent analytical and problem-solving skills, with the ability to identify and address complex business challenges.
• Strong communication and interpersonal skills, with the ability to effectively liaise between different business units and stakeholders.
• Experience in documenting business requirements, functional specifications, and process flows.
• Ability to lead projects and manage multiple priorities in a fast-paced environment.
• Proficiency in business analysis tools and software.
• Bachelor’s degree in Business Administration, Information Technology, or a related field is preferred.
