Evidence-Based Associates is Hiring a Western Regional Program Manager for the DJJ Service Coordination Program Near Radford, VA

Regional Program Manager for the DJJ Virginia Service Coordination Program needed to oversee all aspects of the Virginia Juvenile Justice Service Coordination Project for the Western Region of Virginia (as defined by DJJ) by coordinating services in this region-(Wytheville, Martinsville, Pulaski, Abingdon, Tazewell, Gate City). The Service Coordination project is managed by Evidence-Based Associates (EBA) www.evidencebasedassociates.com and is funded by the Virginia Department of Juvenile Justice (DJJ). EBA is responsible to develop and maintain a continuum of effective, evidence-based, and community-based services to meet the needs of court involved youth and their families.Key responsibilities:
  • overseeing the development, coordination, and management of a continuum of services (e.g., community based, residential);
  • supporting DJJ through the management of the centralized referrals, service coordination, provider oversight, and general quality assurance processes for system-involved youth within the specified region(s);
  • overseeing the development and ongoing fidelity monitoring of the evidence-based therapy models {such as Multisystemic Therapy (MST) and Functional Family Therapy (FFT)} as appropriate;
  • provide program oversight for all youth services delivered by EBA’s subcontracted providers within the region(s) (e.g., ongoing quality oversight, performance measures, Standardized Program Evaluation Protocol (SPEP).
  • Establish and maintain strong and collaborative relationships with DJJ administrators, CSU staff, contracted providers, therapy model purveyors, and community partners.
Qualifications:
  • Successful experience in the development and implementation of multi-faceted justice or social service initiatives, particularly in the context of organizational capacity building and systems reform.
  • Minimum of 2 years’ experience in a direct service, case management, and/or administrative capacity with programs for at-risk adolescents and families.
  • Preferably direct experience with or at least content knowledge of juvenile justice and mental health systems and with trauma-informed, evidence-based programs and practices.
  • Strong utilization review and program evaluation skills in monitoring the performance of contracted providers or services through informal and formal quality assurance processes.
  • Proven experience in obtaining the buy-in of different stakeholder groups and facilitating collaborative initiatives.
  • Understanding of Virginia funding systems and state agency interactions as part of the continuum of funding sources and resources.
  • Demonstrated ability to coordinate program activities, and the interpersonal and cultural competence skills necessary to work effectively with a variety of DSPs, juvenile justice administrators, and state policy staff.
  • Openness to feedback and data-driven accountability, and comfort and experience with developing, promoting, and holding others accountable to operational, quality assurance, data collection, and evaluation policies and procedures.
  • Demonstrated ability to take independent action, foster an outcome-oriented approach, and support a culture of excellence and continuous quality improvement.
  • Ability to apply trauma-Informed care principles, Risk-Need-Responsivity (RNR), and evidence- informed principles into service alignment and monitor provider adherence to such objectives.
  • Experience with Microsoft Office (Access, Excel, PowerPoint, Word) and electronic health records or Customer Relationship Management (CRM) system.
  • Bachelor’s degree in social science/clinical discipline or policy/public administration required; Master’s preferred.
Salary range is $63,000-$67,000, commensurate with education and experience.
