Expression is Hiring a Remote Senior Program Manager

Senior Program Manager

Expression is seeking an experienced Senior Program Manager with 8-10 years of federal experience building agile software projects, data-centric initiatives, and cloud-based solutions.. The ideal candidate will have a proven track record of leading complex, high-impact programs within federal agencies, demonstrating exceptional skills in program management, stakeholder engagement, and strategic planning. This role requires a strong background in software and data management, with the ability to drive program success through effective leadership and innovative solutions.

Location:

  • Hybrid in the DMV area but remote candidates will be considered

Key Responsibilities:

1. Program Leadership:

  • Lead and oversee the planning, execution, and delivery of large-scale software and data programs for federal clients, utilizing tools such as Jira and Microsoft Project to manage tasks, timelines, and resources effectively.
  • Define program objectives, scope, and deliverables, ensuring alignment with client requirements and organizational goals.
  • Develop and manage program plans, schedules, and budgets, ensuring timely and within budget delivery.
  • Participate in code reviews, design discussions, and technical problem-solving. Guide the team in overcoming complex technical challenges and ensure best practices are followed.
  • Serve as the primary point of contact for clients, building strong relationships, understanding their needs, and ensuring satisfaction throughout the project lifecycle.
  • Establish KPIs and metrics to monitor project progress, identify areas for improvement, and ensure the delivery of high-quality solutions.

2. Stakeholder Engagement:

  • Serve as the primary point of contact for federal clients, establishing and maintaining strong relationships.
  • Engage with stakeholders to gather requirements, address concerns, and provide regular updates on program progress.
  • Coordinate with internal teams and external partners to ensure seamless program execution.

3. Team Management:

  • Lead and mentor a team of program managers, project managers, and technical staff.
  • Implement and champion agile best practices and methodologies, including Scrum, Kanban, and Lean, utilizing Jira to manage sprints, backlogs, and workflows to ensure efficient and effective project delivery.
  • Foster a collaborative and high-performance work environment, promoting professional growth and development.
  • Oversee resource allocation and ensure team members have the necessary tools and support to succeed.

4. Risk and Issue Management:

  • Identify potential risks and issues that may impact program success using Jira and other tools for risk tracking and mitigation planning.
  • Monitor and manage program risks, ensuring timely resolution of issues and minimizing disruptions.
  • Implement and enforce best practices for risk management and issue resolution.

5. Strategy and Innovation:

  • Contribute to the development of program strategies and long-term goals, aligning with federal regulations and industry standards.
  • Identify opportunities for process improvements, leveraging innovative solutions to enhance program efficiency and effectiveness.
  • Stay informed about industry trends, emerging technologies, and best practices related to software and data management.

6. Reporting and Documentation:

  • Prepare and deliver comprehensive program reports, presentations, and documentation for senior management and federal stakeholders, using Jira and Microsoft Project for detailed tracking and reporting.
  • Ensure accurate and timely documentation of program progress, changes, and outcomes.
  • Maintain detailed records of program activities, decisions, and lessons learned using Confluence or similar documentation tools.

Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field. Advanced degree (e.g., MBA, MPA) preferred.
  • Secret clearance or ability to obtain a Secret clearance or above.
  • 8-10 years of federal experience managing software and/or data programs, with a proven track record of successful program delivery.
  • PMP (Project Management Professional) or equivalent certification is preferred.
  • Strong understanding of federal regulations, policies, and procedures related to software and data management.
  • Demonstrated expertise in program management methodologies, tools, and best practices.
  • Excellent leadership, communication, and interpersonal skills, with the ability to engage effectively with federal clients and internal teams.
  • Proficiency in software development life cycle (SDLC), data management, and project management tools.
  • Ability to manage multiple programs simultaneously, with a focus on delivering high-quality results under tight deadlines using advanced project management tools.
