Fairbanks North Star Borough is Hiring an Equipment Operator Near Fairbanks, AK

REPORTS TO: Operations Supervisor
POSITIONS SUPERVISED: None
Closes: 06/05/2024 9:00 PM AK Basic FunctionThe incumbent, under the technical direction of the Operations Supervisor, is responsible for operating and maintaining all heavy equipment and other equipment, to include scheduled maintenance and repairs at the transfer sites and Solid Waste Facility.
Typical Duties
  • Operate heavy equipment including dozers, front end loaders, and landfill compactors on a regular basis. Operate other equipment including forklift, grader, water truck, site truck, dump truck, and other equipment and vehicles on an occasional basis. Operate welder, cutting torches, and other machine tools as needed.
  • Process all waste items received at the Solid Waste Facility, including solid and hazardous waste, asbestos, and treated medical waste. Ensure proper processing and disposal of all waste, including covering. Ensure proper cell and slope construction and maintenance.
  • Perform preventative and routine maintenance on all rolling equipment, to include, scheduled maintenance under the direction of the Operations Supervisor.
  • Direct public on proper placement of solid waste, assist in offloading, and inform public about policies as required. Randomly check loads for unacceptable materials.
  • Direct contract haulers on placement of cover material and maintain cover as required by the permit.
  • Clean the equipment and facilities and pick up litter. Remove snow as needed. Operate other equipment at Solid Waste Facility and other Borough facilities.
  • Accept, segregate, and store hazardous waste in accordance with regulations, policy, and operating plans. Occasional transportation of hazardous waste, waste oil or other items from borough transfer sites. Clean up contaminated soils and other environmental spills.
  • Make recommendations to improve the operation, maintenance, safety or working conditions of the Solid Waste Division. Properly wear and use all required personal protective equipment.
  • Accepts, separates, aggregates, and otherwise handles recyclable materials including monitoring levels and transferring used oil and processing junk vehicles.
  • Monitor, record, and properly dispose of leachate waste; ensure weekly sampling is processed as required.
  • Construct and maintain roads to and within the Solid Waste Facility.
  • Perform backup scale house functions as required.
Minimum Qualifications
  • High school diploma or equivalent. A minimum of four (4) years experience in the operation of heavy equipment, including dozers with greater than 150 flywheel horsepower (CAT D6T or equivalent) and wheel loaders with greater than 150 flywheel horsepower (CAT 930 or equivalent).
  • Mechanical experience maintaining different types of light and heavy equipment.
  • Must have or obtain a valid State of Alaska Class A Commercial Driver's License (CDL) within one year of hire. Prefer CDL with an "H" or "X" endorsement. Must obtain "X" endorsement to CDL within 6 months of initial hire or after obtaining CDL. If the applicant does not already have a Class A CDL with “X” endorsement, the FNSB Will pay the applicant’s salary while attending a certified State of Alaska training course for up to six (6) weeks. All fees associated with the CDL & required endorsement training courses will be the sole responsibility of the applicant, however, financial assistance may be available from the State of Alaska. Successful applicant will be required to undergo and pass an Interstate Commerce Commission (ICC) Physical prior to employment, and will be subject to further annual ICC physicals throughout their period of employment. Must have or be able to obtain a (Certified Forklift Driver) card within six (6) months of hire (A test will be administered to all qualified applicants).
  • Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)
Knowledge, Skills, And Abilities
  • Ability to use numerous mechanical and electrical tools and equipment used for repair and maintenance.
  • Knowledge of and ability to weld preferred.
  • Ability to interpret written and oral instructions.
  • Ability to learn and complete the HAZWOPR course within six (6) months of hire.
  • Must have or be able to obtain and maintain a Standard First Aid, Adult CPR and Automated External Defibrillator (AED) certifications, as recognized by the American Red Cross (or equivalent) within six (6) months of hire. (APPLICANTS WHO HOLD A CURRENT CERTIFICATION MUST PROVIDE ORIGINAL CERTIFICATION AT THE TIME OF INTERVIEW)
  • Ability to operate a personal computer. Ability to monitor and record a variety of activities and data.
  • Ability to deal pleasantly and tactfully with the public.
  • Must have ability to wear a respirator and pass a Haz Mat physical.

Job ResponsibilitySupervisor responsibilities: directs workflow of temporary/seasonal/volunteers; experiences minor problems daily and occasional major ones that must be resolved on own initiative with little immediate supervision; the consequences of error, carelessness or mistaken judgment require serious effort to recover.
Work EnvironmentWorks in an unpleasant solid waste environment and in disagreeable temperature extremes on a continuous basis that expose the employee to combinations of elements and factors; where there is major health and accident risks including fires; requires sustained periods of heavy lifting, pushing or pulling (50 lbs.).
This position falls under the Borough’s Blood Borne Pathogen (BBP) Exposure Control Program as it is reasonably anticipated that infrequent exposure to blood or other bodily fluids may occur while performing some job duties.
