Description

Under limited supervision of the Director of Technology, leads, plans, manages, directs, safeguards, and provides the overall stewardship for the Operational Technology (OT) assets. Supervises staff, and manages the Operational Technology Department charged with performing all aspects of the OT infrastructure strategy, OT cybersecurity, architecture and processes that proactively positions Fairfax Water for future growth and success.
Examples of Duties

  • In coordination with Division leadership and stakeholders, ensures the implementation and continual updates to the strategic operational technology plans for Fairfax Water encompassing the enterprise level OT systems & assets currently in use, providing direction in the overall management of Fairfax Water OT resources, including budgets, standards and projects.
  • Informs and advises the Technology Governance Group and department managers on operations technology matters.
  • Works with stakeholders to assess organizational needs and define requirements for OT technology implementations.
  • Conducts research for, provides technical advice to, and responds to requests for information regarding OT systems and strategies as directed by the division Director.
  • Collaborates with IT Manager on cross-functional technologies, including cybersecurity and network/computing infrastructure.
  • Leads and advises on OT cybersecurity threats, strategies, trends, and makes recommendations.
  • Manages a portfolio of OT projects and oversees the day-to-day operation of OT computer system and devices, hosted services, data communications/network activities, and risk management.
  • Leads team to develop strategies to help reduce OT system downtime, decrease maintenance costs, improve reliability, and provide overall cybersecurity strategies.
  • Safeguards assets by planning, implementing, maintaining disaster recovery and back-up procedures, and control structures for the OT environment.
  • Negotiates contracts with consultants, and vendors for services and products.
  • Leads team to develop Scopes of Work, Request for Proposals, Invitation for Bids, and Purchase Requests as relevant for OT equipment and services
  • Monitors performance of OT systems to determine cost and productivity levels, and to make recommendations for improving the OT infrastructure.
  • Coordinate and lead teams in support of multi-disciplinary projects and efforts.
  • Manages the OT asset inventory and investment in OT assets.
  • Leads team to develop and implement rational strategies for OT system updates/upgrades
  • Initiates, coordinates and enforces OT policies and best practice guides for the organization.
  • Leads OT staff to evaluate and analyze tools and reports to improve performance.
  • Researches and remains current in relevant emerging operational technologies, and identifies important industry trends.
  • Enhances information systems results by identifying operational technology opportunities and developing implementation strategies.
  • Ensures operational technology training is provided for department staff to accomplish their duties.
  • Provide guidance and coaching to direct staff; including but not limited to OT Network analysts, Instrumentation Supervisors, Control Systems Supervisors, and Control Engineers.
  • Communicates job expectations; planning, monitoring, and appraising results; coaching and counseling employees; initiating, coordinating and enforcing systems, policies and procedures.
  • Maintains staff by recruiting, selecting, orienting, and training employees; developing career growth opportunities.
  • Performs other duties as assigned or required.
Typical Qualifications

  • Graduation from a four-year college with a degree in electrical engineering, or related field, and ten years progressively responsible professional experience in applying technology to meet the needs of a public utility, including three years at a supervisory level; Or any equivalent combination of education, experience and knowledge.
  • Registration as a Professional Engineer in the Commonwealth of Virginia, or registration in another state, with the ability to obtain Virginia Registration within one year, is preferred.
  • Thorough knowledge of water treatment and distribution processes.
  • Thorough knowledge of OT Systems' best practices, policies, and regulations.
  • Thorough knowledge of process controls, control theory, and principles of instrumentation.
  • Experience in the design, programming, start-up, engineering, and operation of process-based controls.
  • Thorough knowledge of Programmable Logic Controllers (PLC) Programming and Controls.
  • Thorough knowledge of instrumentation concepts and practices.
  • Working knowledge of cybersecurity concepts and best practices.
  • Demonstrated knowledge of the principles and practices of project management, contract management, and vendor relationships.
  • Experience with computer networks, network administration, and network installation.
  • Proficient in computer hardware, cabling installation and support, wireless technology applications and interface, and cybersecurity.
  • Proficient in Microsoft Windows Operating Systems and software, including server and Office 365.
  • Working knowledge and understanding of technology directions, trends, and the strategic business impact of key business, information and technology initiatives.
  • Ability to foster and maintain successful customer relationships and provide quality service.
  • Ability to organize, plan, and direct a variety of complex technical operations.
  • Ability to communicate both orally and in writing.
  • Must pass a controlled substance (drug) test.

Coverage is effective 1st day of month after hire if hired between the 1st and 15th of the month. If hired between the 16th and 31st of the month, coverage is effective the 1st day of the 2nd month after hire.
Group Life Insurance - Employee Cost Month

Supplemental 1 to 5 times annual salary

Dependent spouse and/or child - $3.00
The Group Life Insurance Plan is offered to all permanent full time employees. Effective date follows same rule as health insurance.
Long-Term Disability
Effective after 36 months of employment with Fairfax Water. Benefit is equivalent to 66.7% of base pay at no cost to the employee.
Fairfax Water Retirement Plan - Is a defined benefit plan in which all regular full time employees are enrolled in at time of hire at no cost to employees. Employees are vested after five years of service.
ICMA 457 Plan - Is a deferred compensation plan which employees can voluntarily participate in with a maximum contribution as established by the IRS on a yearly basis.
Additional Benefits
Flexible Spending Accounts: Fairfax Water offers a Medical Flexible Spending Account where employees may contribute up to $2,750.00 per year on a pre-tax basis for eligible expenses. Fairfax Water offers a Dependent Care Flexible Spending Account where employees may contribute up to $5,000.00 per year on a pre-tax basis for eligible child-care expenses.
Child/Adult Care Reimbursement: Employees with household incomes under $60,000 my be eligible for an annual subsidy for licensed child/adult care ringing from $800.00 to $4,000.00 depending on eligibility.

Direct Deposit of pay . Pay days are bi-weekly on Thursday.
