Job Overview:

We are seeking a highly skilled Senior Financial Analyst to join our team. The ideal candidate will have a strong background in corporate accounting, financial planning, and quantitative analysis in an Air Force setting. The role involves utilizing financial software, conducting data collection, and providing valuable insights through analytics and forecasting.

Responsibilities:

- Present findings to senior management to drive key business decisions

Qualifications:

- Bachelor's degree in Finance, Accounting, Economics, or related field; Master's degree preferred

- Proven experience in Air Force accounting, financial planning, and analytics

- Strong proficiency in Air Force tools and systems for financial modeling and data analysis

- Knowledge of Bloomberg terminal or similar financial software

- Ability to perform quantitative analysis and interpret complex financial information

- Excellent communication skills with the ability to present findings effectively

This is an exciting opportunity for a detail-oriented individual with a passion for finance and analytics to make a significant impact within our organization.

Detailed Duties:

Our client, AFRL/IZF requires a highly motivated individual with extensive United States Air Force (USAF) Financial Management (FM) experience, preferably with significant reimbursable financial management expertise, with a proven track record of working independently and proactively, while performing at an outstanding level. The contractor shall provide financial management analytical services and data maintenance for the AFRL DSRC’s Financial Management staff.

The contractor shall compare obligations, commitments, expenditures, and collections to determine if there is a trend toward over or under executing the assigned programs. The contractor shall develop sound recommendations for budgetary adjustments to support unanticipated changes in operations or funding. The contractor shall ensure there are no anti-deficiency violations against current and prior fiscal years.

The contractor shall perform financial data and cost analysis functions for operations, standing programs and special projects including researching databases and preparing responses to internal and external taskings. The contractor shall assemble, develop, analyze, identify, and recommend primary data, information, and documentation to support the AFRL DSRC mission. The contractor shall perform detailed research and analysis of data involving obligations, expenses, and object class / line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates. The contractor shall conduct analysis and provide sound recommendations in a complete and timely manner.

The contractor shall perform analysis and support the transition from existing manual financial processes to the implementation of new automated processes used to track financial execution and generate reports for AFRL/IZ management and customers. The contractor shall support the generation of existing manual reports as well as the development and completion of new automated reports. The contractor shall identify problems, recommend solutions, and implement changes in policy, procedures, and other improvements to increase organizational effectiveness and efficiency.

The contractor shall report monthly disbursements to customers regarding each reimbursable MIPR sent to the AFRL DSRC. The contractor shall maintain budgetary requirements, both funded and unfunded, to include the upkeep of the AFRL DSRC’s 1-N requirement tracker. The contractor shall develop and maintain cashflows, gather requirements, and complete budgetary workbooks, such as the Summer Financial Review and Winter Financial Review workbooks.

The contractor shall provide high level support directly to AFRL/IZH for the Comprehensive Cost and Requirements System (CCaRs), Commanders' Resource Integration System (CRIS), General Accounting and Finance System II (G2), Job Order Cost Accounting System (JOCAS), Electronic Data Administration (EDA), Defense Travel System (DTS), G-Invoicing, FM-Suite, and local databases. The contractor shall also create, update, maintain and monitor financial data related to Direct and Reimbursable Budget Authorities, Control Serial Numbers (CSNs), Program Control Serial Numbers (PCSNs) in G2 and Reimbursable Order Numbers (RONs) and Job Order Numbers (JONs) data.

The contractor shall conduct data research and analysis in support of the AFRL/IZ Financial Defense Travel Administrator (FDTA). The contractor shall assist AFRL/IZ travelers to solve with travel related issues. Contractor is responsible for maintaining local travel and training logs and reconciliation of travel within financial databases (DTS, CCAR, CRIS, and local spreadsheets). Contractor shall attend monthly Planning Programming Policy and Personnel Policy Board (PPB) meetings as part of financial team responsible for oversight of travel and training funds.

The contractor shall perform financial management actions related to the Open Document Listing (ODL), Tri-Annual Review (TAR) and Unliquidated Obligations (ULOs). The contractor shall track financial and contracting documents, reconcile accounting data issues and balancing reimbursable accounts. The contractor shall use CRIS to research Defense Finance and Accounting Services (DFAS) and Air Force accounting databases including the Base Level General Accounting and Finance System (H069/BQ), Integrated Accounts Payable System (IAPS) and the Mechanization of Contract Administration Services (MOCAS).

The contractor shall conduct data analysis to ensure business and financial data processes include the required internal controls and currency to fulfill mission taskings. These taskings may consist of items such as the Annual Statement of Assurance (SoA), the Management Internal Control Program (MICP) / Management Internal Control Toolkit (MICT) taskings, as well as other internal control related items.

The contractor shall create, present, update and maintain financial data in complex spreadsheets, analyses and reports in various reporting formats using Microsoft Office Tools, to include Word, Excel, Teams, SharePoint, and Project, as well as business analytics tools, such as Power BI.

The contractor shall create, update and maintain financial accounts and documents related to reimbursable projects and local purchases of hardware, software, tools, parts and other items. In addition, the contractor shall provide financial management process advice to AFRL/IZ staff members.

The contractor shall thoroughly review and understand regulatory guidance and/or policy changes and effectively assess the impact of changes on current financial management procedures. The contractor shall conduct timely and thorough reviews of actions, requests, and funding profiles.

The contractor shall provide financial analysis utilizing financial systems and automated tools for financial management reviews to internal and external customers and management by suspense date. The contractor shall research out-of-balance conditions and initiate resolution and perform ongoing/continual financial balancing.

As the Air Force continues to roll out the Defense Enterprise Accounting and Management System (DEAMS), which will replace numerous legacy financial management systems, the contractor shall transition to DEAMS from the legacy financial systems following the process change instructions issued by AFRL/IZ, AFRL/FM as well as the program and functional managers for DEAMS and the legacy systems.

To ensure data quality, the contractor shall adhere to the government’s plan, process changes, change management instructions and schedule for discontinuing the use of the legacy financial systems following the Air Force-wide implementation of DEAMS. The contractor shall observe all business rules implemented during this transition period regarding which financial system, DEAMS or the legacy systems, is the specific authoritative source for each data transaction or reference of financial data.

To ensure consistency of data quality within DEAMS, the COR or AFRL/IZH Finance Manager will arrange for the contractor to attend the same DEAMS training provided to the AFRL financial managers. The contractor shall complete the DEAMS training as scheduled by the government.

The contractor’s project manager at the corporate level may be asked to participate in the change management discussions in order to ensure quality control of services during this major transition affecting AFRL/IZ. In addition, the contractor shall provide IT training support to AFRL/IZ personnel in using DEAMS.
