FAO is Hiring a Dairy Sector Development Expert Near Home, KS

Organizational SettingThe Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger. Our goal is to achieve food security for all and make sure that people have regular access to enough high-quality food to lead active, healthy lives.
The assignment involves providing international experience and technical advice to develop a long-term dairy farming development program in Kazakhstan. This includes creating an action plan and investment roadmap, guiding baseline analysis, recommending sustainable and competitive practices, and aligning with Sustainable Development Goals. The expert will also analyze international government support systems for applicability in Kazakhstan, coordinate expert group activities, and organize related national events.
Reporting LinesThe incumbent will report to the Lead Technical Officer of the project and OiC FAO Kazakhstan.
Technical FocusThe candidate will guide the development of a long-term dairy farming development program, provide technical advice on sustainability and competitiveness, and adapt international best practices for government support to the Kazakhstani context. Consultant will also support baseline sector analysis, coordinate expert group activities, and organize related national events. Consultant need to work closely with the international expert on dairy VC and taking into considerations the findings, conclusions and recommendations of the VCA.
Tasks And Responsibilities
  • Provide guidance on international experience and technical advice to Expert group on developing the long-term dairy farming development program, its Action Plan, and Investment Roadmap, with emphasis on medium and large size dairy operations;
  • Guide the baseline analysis of dairy farming sector and its role in ensuring food security and development of recommendations for its adjustment in the Kazakhstani context, taking into consideration the farm/herd size structure in the country;
  • Advise on the main directions for ensuring the sustainability and competitiveness of the national dairy farming sector in the context of achieving Sustainable Development Goals and combatting climate change and geopolitical challenges, taking into consideration the current structure of the dairy farming system in the country;
  • Advise the Expert group regarding sustainable dairy farming practices especially for medium to large dairy operations;
  • Provide guidance in meetings with representatives of the expert group of the project and, if necessary, with other national stakeholders;
  • Lead the development of the long-term dairy farming development program and coordinate, analyse and review final versions of national consultants` outputs in the mentioned areas;
  • Provide analysis of international practice in government support systems and assess their applicability in Kazakhstan for designing effective government support mechanisms in connection with the internationally adopted best practices;
  • Lead in the preparation and organization of national events on dairy farming program;
  • Contribute to the formulation of the goals, objectives and performance indicators for the government support;
  • Provide the analysis of government support systems internationally and assess their applicability in Kazakhstan;
  • Support establishing the Expert group;
  • Support the FEKAZ office for organizing and coordination of consultant inputs;
  • Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum Requirements
  • Advanced university Degree in agriculture, animal science economics, business administration, agricultural economics, finance or related discipline;
  • At least 10 years of relevant experience in the above-mentioned fields;
  • Working knowledge of English and knowledge of any other FAO language is an asset
