The Federal Reserve Bank of Minneapolis is looking for financial professionals to fill an Information Technology (IT) Examiner position in its Safety & Soundness business line in the Supervision, Regulation, and Credit Division.
We are seeking individuals who have IT examination, IT audit, or industry experience. Existing expertise in digital assets/cryptocurrency, financial technologies (Fintech), and/or cybersecurity to support evolving trends in traditional banking is a plus. Substantial progress toward, an examiner commission from a federal (e.g., FRB, OCC, FDIC) or State banking regulatory agency is a plus. Applicants should possess strong communication and leadership skills, and enjoy working in a team environment.
Supervision, Regulation, and Credit is responsible for supervising state member banks and banks holding companies within the Federal Reserve System's Ninth District. As an Information Technology Examiner, you will assist the Federal Reserve System in ensuring a safe, sound, and accessible banking system and stable financial markets. In this role you will conduct information technology examinations where you will assess technological risks and evaluate respective risk management programs as well as compliance with applicable banking laws, regulations, and policy statements through onsite examinations and continuous monitoring efforts. You will participate on and lead IT examinations of community and regional banking organizations; conduct meetings with management and boards of directors; prepare written reports of examination findings; and lead and participate on IT examinations of national and regional technology service providers and related information technology risk supervisory activities for community and regional banking organizations. This is a very dynamic and important aspect of our supervision responsibilities.

We are looking to fill the position in either Minneapolis, MN or Helena, MT.

Onsite work is an essential function of this position, and you are expected to be in the office 3 days per week for meetings and team collaboration.
Responsibilities:
  • Assist or lead and manage information technology related supervisory events or serve as head of a functional area at supervised institutions, including determining scope, rating, resource needs, and work assignments of crew, and assign appropriate ratings.
  • Review technology development and acquisition processes, as well as support and delivery capabilities, including risks associated with outsourcing, security, networks, and contingency planning.
  • Analyze business continuity programs and risk profiles.
  • Assess systems of internal controls and the quality of internal and external audit function.
  • Analyze supervised institution performance regarding laws, regulations, and regulatory policies and support conclusions about overall status of supervised institution regardless of size or complexity.
  • Draft, review, organize, verify, and evaluate supervisory event documents prepared by self and others.
  • When in a leadership role on an examination, provides training, work direction, and feedback to assisting examiners.
  • Provide well-supported written conclusions and findings for inclusion in supervisory reports and effectively communicate supervisory findings, including required actions, to organization and Reserve Bank management.
  • Develop and maintain expertise in IT (including cybersecurity) risk, as well as supervisory expectations, industry practices, and emerging financial industry technology, such as Fintech and cloud-based activity.
  • Identify and participate in opportunities to enhance skills, including assisting with System or Reserve Bank special projects.
  • Safeguard equipment, sensitive data, and resources according to the SRC Information Security and Data Handling Handbook.
Qualifications:
  • To be considered for Examiner, you must have a Highschool diploma AND ten (10) years of progressive related professional experience OR a Bachelor`s degree with coursework in business, accounting, finance, information technology/cybersecurity or closely related fields AND four (4) years of progressive related professional experience.
  • To be considered for Senior Examiner, you must have a Highschool diploma AND twelve (12) years of progressive related professional experience OR Bachelor`s degree with coursework in business, accounting, finance, information technology/cybersecurity or closely related fields AND six (6) years of progressive related professional experience.
  • Strong written, verbal, and interpersonal communication skills.
  • Strong analytical skills and detail-orientation.
  • Valid driver's license with acceptable driving record.
  • Acceptable statement of financial interests.
  • Ability and willingness to travel as required, up to 50%.
  • Ability to multi-task and prioritize projects, working collaboratively and cultivating good working relationships.
  • Proficient technical knowledge of IT and information security risk management programs, measurement tools, models, control frameworks, and risk indicators used to make decisions on IT/cybersecurity risks for an organization. Some preferred areas include vendor risk management, cybersecurity response and resilience, cloud security, data governance and security, endpoint and server technologies, intrusion detection and prevention systems, identify access management and access control, and threat vulnerability management.
Preferred Qualifications:
  • For the Examiner and Senior Examiner position, credentials and commission strongly preferred. In lieu of examiner credentials, specialized expertise in the Information Technology area, as determined by SRC management, may be acceptable.
  • Experience with auditing or managing security and technical controls using industry standard frameworks such as FFIEC, NIST, SANS, and ISO preferred.
  • Certified Information Systems Auditor (CISA) and / or Certified Information Systems Security Professional (CISSP) industry certifications preferred.
Salary range for Minneapolis:
Examiner: $98,100 - $122,578 - $147,100
Senior Examiner: $127,900 - $159,820 - $191,800
Salary range for Helena:
Examiner: $88,300 - $110,320 - $132,400
Senior Examiner: $115,100 - $143,838 - $172,600
