Founded in 1889, the Felton is the oldest nonsectarian, nonprofit charitable social-services provider in the City and County of San Francisco. Our mission is to strengthen families by providing caring, effective, and innovative social services, with special emphasis on the needs of low-income families, children, and the elderly and individuals with disabilities, thus improving the quality of life for all San Franciscans.

Division Description
The Adult and TAY divisions offer an array of services to low-income at-risk clients with multiple challenges and abilities: Infants, toddlers, and preschool children, including those with special needs. Youth: including transitional age youth, pregnant parenting teens and youth in the foster care system. Families: including low income, immigrant, monolingual, and homeless populations. The Adult and TAY divisions offer multidisciplinary mental health programs.

Program Description
Full Circle Family Program (FCFP) offers outpatient mental health services for multicultural, low-income children, ages 4-18, and their families throughout San Francisco. FCFP is an innovative child and family-focused program that utilizes evidence-based practices and interventions which have been shown to help youth succeed within the context of their families. We believe that, regardless of the setting in which youth may be exhibiting challenges, the family has the strengths necessary to develop their own goals on behalf of their children. Our focus is to facilitate their success. Thus, our philosophy is truly to honor family strengths, to join with families in developing their own solutions, and to offer support that has significant evidence to its effectiveness. We reach out to communities in which our youth live and provide services in the location that best meets the needs of the youth and their family, including their homes, schools, and in the clinic.

Position Summary
Under the supervision of the Director of Adult and TAY Mental Health Services, the Program Director manages all aspects of behavioral health care services in the Full Circle Family Program and at least one other mental health program in the Adult and/or TAY divisions. The Program Director must apply a multidisciplinary approach to promote optimum outcomes in the prevention, diagnosis, and treatment of our clients living with mental illness. The Program Director will have the opportunity to manage multiple programs in accordance with behavioral health contracts and to establish quality measures for mental health service providers division-wide, as needed. Under the clinical oversight of the Director of Adult and TAY Mental Health Services, manages and oversees clinical mental health services including but not limited to establishing clinical practice policy and protocols, case conferencing, quality assurance & improvement, reviewing treatment plans while setting the pace for a high-performance, productive program and operational and administrative excellence.

Duties and Responsibilities

  1. Provide weekly individual and group clinical supervision for staff clinicians
  2. Provide administrative oversight of clinical services and administrative support to staff
  3. Provide oversight in the delivery of behavioral and mental health services across multiple service areas, programs, and overall service delivery sites, as needed.
  4. Development and/or update protocols, policies, and procedures applicable to behavioral/mental health service staff.
  5. Ensure compliance in all aspects of providing mental health services either directly or by collaborative efforts with other mental health and/or Quality Assurance staff.
  6. Stay up to date on trends in standards of practice for mental health providers.
  7. Provide assistance in training staff in necessary protocols, diagnosis and treatment methods, and clinical intervention strategies for quality mental health service delivery.
  8. Directly supervise staff across different service platforms to ensure performance measures are met in a manner that respects funding requirements and quality assurance protocols.
  9. Manage all behavioral/mental health services and staff according to Board of Behavioral Science (BBS)/California Board of Psychology (BOP) standards
  10. Provide coaching and hands-on supervision as needed with all behavioral/mental health staff.
  11. Review staff documentation to ensure compliance and clinical quality
  12. Coordinates hiring, orientation, performance improvement planning, and/or termination of program staff.
  13. Responsible for overseeing quality assurance of the program(s).
  14. Directly supervise all clinical case managers, administrative, and other direct-service staff as assigned.
  15. Be available for crisis intervention consultation at all program levels including programs where mental health and case management services are delivered.
  16. Administer grant and contract rules and requirements applicable to the delivery of mental health services. Monitor performance of mental health services staff to ensure productivity standards are met and are consistent with funding requirements.
  17. Work with Felton’s Quality Management staff to provide guidance in proper charting/documentation practices to meet BBS and BOP standards and funding requirements. Troubleshoot problems with charting through root-cause analysis and development of new policies to assist mental health services staff in proper service documenting/billing practices.
  18. Provide regular reports to the Director of Adult and TAY Mental Health Services and CFOO (Chief Financial and Operations Officer) on all aspects of mental health services programs. Organize and present program performance detail as needed and directed by Director.
  19. Attend, participate in, and report at various internal and external (off-site) meetings and trainings as required. Represent Behavioral Health Services at internal (Felton) meetings of clinical staff using an interdisciplinary approach to patient/client care.
  20. Maintain good relationships with community stakeholders and partners in mental health service delivery as directed.
  21. Attend trainings, workshops and other relevant professional development events approved by the Director.
  22. Make recommendations on quality improvement measures based on current best-practices.
  23. Engage in continual assessment of program staff, including annual performance evaluation, performance improvement, identifying training needs and creating a yearly training plan to meet those needs.
  24. Maintain confidentiality regarding privileged administrative and client information in a professional manner.
  25. Ensure staff follow HIPAA rules.
  26. Perform all duties and services in full compliance with Felton's Service Excellence Standards
  27. Work with the Director of Adult and TAY Mental Health Services and CFOO on Program Expansion projects
  28. Assist with the development and management of Felton’s Clinical Internship program in collaboration with the Director

Contract Management, Fiscal and Administrative Operations

  1. Continually improve program processes, procedures and adapt the infrastructure and systems needed to support the agency through continued expansion.
  2. Monitor programs productivity, to include outreach, referrals, intake, assignments
  3. Manage caseloads to maintain required productivity and to allow for greatest utilization of billable hours and earn program contract(s).
  4. Drive accountability for performance and productivity
  5. Proactively use program metrics for utilization in decision making.
  6. Complete continued funding applications / Compliance Documentation
  7. Monitor program's annual revenue and expense budget, collectively, at year's end, cc’s allocations with Director of Adult and TAY Mental Health Services
  8. Keep close communication with Director of Adult and TAY Mental Health Services on budget, cc’s allocations- line items etc.
  9. Work with Director to develop a comprehensive strategy that integrates behavioral /mental health services into the larger mission of the organization.
  10. Oversee all major program change management activities preparing the program to adapt, change and diversify in collaboration with Director

Staff Management and Leadership Development

  1. Provide positive, optimistic leadership and problem solving in alignment with the Felton’s values
  2. Initiate change management activities in alignment with Felton's strategic directions.
  3. Provide leadership, supervision, goal setting, training and professional development to staff. Build reciprocal relationships with other programs; make programmatic connections to current services within the division/agency when appropriate.

Communications, Outreach & Advocacy

  1. Communicate with families or referral sources as deemed appropriate.
  2. Build effective relationships with other community-based organizations.
  3. Participate in appropriate coalitions with local and national organizations; assume an advocacy role on behalf of Felton Institute.
  4. Represent the organization externally as necessary in community meetings, contract negotiations, lease negotiations, advocacy and other related meetings.
  5. Revising components of the Program Policies and Procedures Manual (Compliance binders), as appropriate.
  6. Additional duties as needed.

Minimum Qualifications:

  • Master’s degree in social work, psychology, counseling, or related field required.
  • Currently licensed for a minimum of 2 years as an MFT, LCSW or Psychologist who meets BBS/BOP requirements for clinical supervision, e.g., required CE units for clinical supervision.
  • At least three years prior experience in administration, coordination with supervision of mental health and/or case management/counseling services programs required
  • Prior work experience in a social services or healthcare setting as a direct client services provider (i.e. case management, social worker, or other) highly preferred.
  • Knowledge of San Francisco Community Behavioral Health Services and community resources
  • Knowledge of County, State and Federal requirements for documentation and reporting
  • Knowledge of human behavior and performance; individual differences in ability, personality, and
    interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders
  • Knowledge of DSM diagnoses
  • Knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunction
  • Social Perceptiveness Skills: Awareness of others’ reactions and understanding why they react as they do
  • Monitoring Skills: Monitoring/Assessing performance of clients and take corrective action as needed
  • A catalyst with vision who can create excitement and energy around the outpatient mental health programs and encourage others to support the organization; persuasive, persistent, and determined in the pursuit of program quality and excellence.
  • Strong leadership and supervisory experience.
  • Strong organization skills, flexibility, and strong decision-making capabilities.
  • The presence and maturity to work well with parents/ staff. Program Director must show an understanding of the differing roles and responsibilities of each clinician/ administrative staff.
  • Demonstrated sensitivity and responsiveness to clients
  • Pass a Department of Justice fingerprint clearance and a Child Abuse Index, Health Screening and TB Test as required by Felton's contracts.
  • Knowledge of and sensitivity to the cultural background of the children and families being served
  • Commitment to social justice, empowerment of families and support for diversity
