Duties
What will I do in this position if hired? This position is located in FEMA's Office of the Chief Information Office (OCIO), Operations Hosting Division, Infrastructure Branch. Typical duties include:
  • Maintaining and administering the Active Directory infrastructure to include domain controllers, domain services, group policies, and trust relationships.
  • Performing regular monitoring, troubleshooting, and maintenance tasks to ensure the stability, performance, and security of the Active Directory and EntraID environment.
  • Developing and implementing procedures to ensure secure and compliant identity and access management (IAM) to include the assessment of the existing cloud environment
  • Establishing role-based access controls (RBAC), least privilege principles, and identity federation mechanisms to enforce consistent security policies and reduce the risk of unauthorized access or data breaches.
  • Documenting configuration settings/procedures, and troubleshooting techniques to build a knowledge base which ensures continuity of operations and institutional memory.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

QualificationsCurrent Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  • Working with Active Directory Domain Services to include Identity Access Management or Group Policy Objects; and
  • Developing or enforcing Identity Access Management polices to include role-based access controls (RBAC); and
  • Using cloud computing concepts, architectures, or services related to integrating cloud platforms such as Azure, AWS, and Google Cloud.
In addition to the above specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
