Florida Blue (Blue Cross and Blue Shield of Florida) is Hiring a Remote Senior IT Program Manager- Cloud Migration (Remote)

Job DescriptionWhat are the Key Responsibilities:
  • Responsible for gaining alignment and driving change within assigned portfolio/program functions, using skills and experiences to manage highly complex, initiatives with strategic business objectives, led by program/project managers, across multiple placemat items with multiple internal and external dependencies, complex or multiple scope, a higher level of risk requiring mitigation plans, multiple integration points with some external integration related to functional capabilities, time sensitive works within multiple teams of resources
  • Responsible for matrixed (or sometimes direct) management of program/project management staff that support a portfolio of related projects and in some cases multiple Domains
  • Accountable for the financial management of a portfolio program of related projects, including advising executive business leadership on budget projections, as well integration opportunities and cost reductions
  • Responsible for approving multiple plans across multiple projects and initiatives (Program level or integrated plan level)
  • Collaborate with leadership-level stakeholders to start/stop/continue projects in a portfolio based on the desired business outcomes and advise leadership, customers, and staff on strategic solutions to dealing with barriers within a project
  • Lead executive level leadership governance or steering committees for a portfolio of projects targeted to a specific set of business outcomes
  • Partner with leadership-level stakeholders during the capability planning process to advise on solutions that enable the business strategy while aligning to the IT strategy
  • May act as vendor manager for all aspects of an IT vendor relationship during the implementation phase of the project
  • Ensures technical solutions proposed align to IT Strategy and that the Enterprise Architecture review process is followed
  • Supports Business Case/ROI Capability Planning and ensures its completion in conjunction with the business and business architect(s)
  • Acts as a Mentor both formal and informal to other PMs and Program Managers across the Enterprise
  • Communicate program level project status to project team, stakeholders, leadership and other PMs associated with projects and accountable for active facilitation of Program issue resolution, change, risk and dependency management
  • Must be able to manage cross-functional teams by exhibiting leadership through communication that motivates, influences and engages team members
What Is Required
  • 8 years related work experience in complex in IT project management/program management experience, with at least 2 years of IT Program Manager experience.
  • 1 year(s) leadership experience including direct supervisory experience, project team leadership, training, coaching, auditing, or providing day-to-day direction to team members
  • Expert knowledge in various Program / Project Management and Product Development concepts, methodologies and processes.
  • Demonstrated ability to manage highly complex, strategic initiatives across multiple placemat items. Initiatives have multiple internal and external dependencies, complex scope, a higher level of risk, multiple integration points with some external integration related to functional capabilities.
  • Proven success in communicating highly complex technical information clearly and plainly for all levels and audiences.
  • Expert proficiency in the use of labor, budget management and project tracking and management tools such as MS Project and Excel
  • High critical thinking skills to evaluate alternatives and present solutions that are consistent with business objectives and strategy.
  • Proven leadership ability including effective knowledge sharing, conflict resolution within and outside of the core team, facilitation of open discussions, fairness and displaying appropriate levels of assertiveness that allow all parties to move forward.
  • Strong team and relationship building with stakeholders and leadership
  • Expert in Understanding the SDLC and Agile methodology disciplines
  • Experience managing vendor relationships, including delivery of complex solutions.
  • Related Bachelor’s degree or additional related equivalent work experience IT Related Field
What Is Preferred
  • Experience migrating from On-prem to Cloud
  • Experience supporting HR and/or Finance organizations.
  • Current PMP Certification

Typical Annualized Hiring Range: $114,200 - $142,700, within a full range of $114,200 - $185,500
Final pay will be determined with consideration of market competitiveness, internal equity, and the job-related knowledge, skills, training, and experience you bring.
