Forks Township Director of Public Works

GENERAL PURPOSE
Performs a variety of tasks including planning, organizing, directing and coordinating all significant functions of the public works department.

POSITION DESCRIPTION
The Director of Public Works is an exempt position responsible for oversight of public works department which includes direct supervision of departmental employees. Services provided by the department include road constructions and maintenance, snow removal, vehicle maintenance, sewer department projects, utility issues and other related functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES
· Position requires the possibility of being on call 24/7

· Requires the flexibility of working evenings and weekends

· Plans and directs the work of all public works personnel

· Plans and directs construction, maintenance and repair projects for all streets and roads under the responsibility of the township

· Oversees the personnel responsible for the maintenance and repairs of township buildings, and properties.

· Oversees the winter maintenance operations within the township

· Responsible for the sewer utility within the township

· Recommends the purchase of major equipment for the department

· Directs the maintenance and upkeep of all public works equipment

· Oversees the maintenance of township owned vehicles, and other departmental equipment

· Responsible to assist in the bidding of major projects such as road improvements and equipment purchases

· Works with outside agencies on MS4 mandatory requirements

· Obtains price estimates for public works equipment, projects, and materials

· Oversees recycling center, yard waste site and trash/recycling services

· Interacts with the residents and general public concerning township issues

· Trains employees to ensure they gain the necessary skills to complete all tasks

· Completes annual staff evaluations

· Implements internal policies and procedures

· Prepares written reports, memos, letters, news articles, and fact sheets

· Prepares public works, utilities and liquid fuels budgets and ensures compliance throughout year

· Attends meetings with contractors, PADOT and township officials as required

· Other duties as assigned

MINIMUM QUALIFICATIONS

· Experience in construction and repair projects of municipal roads, stormwater systems, sewer systems

· Ability to recognize road repair and maintenance needs and to accurately estimate material and labor requirements for specific projects.

· Ability to plan, schedule and simultaneously supervise numerous tasks and subordinates

· Supervisory experience in all facets of public works including sewer

· General knowledge of utilities and facilities

· Minimum of five years documented supervisory experience in a public works environment

· Experience in local government public works settings

· Possess analytical skills, effective communication skills, and organizational skills.

· In depth understanding of governmental public works departments

· Understanding of procurement requirements under the second-class township code

· Valid Pennsylvania Driver's License

· Resident of the Commonwealth of Pennsylvania within a reasonable proximity to Forks Township.

· Standard office equipment, including but not limited to computer and Microsoft Office software, and other online applications.

Job Type: Full-time

Pay: $75,000.00 - $100,000.00 per year
