Forsyth County is Hiring a Deputy Director, Engineering Near Cumming, GA

The purpose of this classification is to oversee projects and activities involving the construction and maintenance of County roads, bridges, drainage systems, and traffic signals to ensure compliance with applicable laws, standards, and specifications. 
This is an “at will” position appointed by the County Manager and is not covered under Civil Service provisions. 
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
 
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; interviews and selects new employees; coordinates training activities.
 
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
 
Ensures departmental compliance with all applicable federal, state, and local codes, ordinances, laws, rules, regulations, standards, specifications, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
 
Consults with County Engineer, Board of County Commissioners, and other officials to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; submits annual reports to management and to the media for publication.
 
Oversees projects/activities involving the construction/maintenance of County roads, bridges, drainage systems, and traffic signals; ensures compliance of engineering plans with applicable ordinances, regulations, standards, and specifications.
 
Coordinates projects and work activities with those of other departments, contractors, consultants, outside agencies, or others as needed; works with consultants in overseeing design of roads, bridges, intersections, for private road projects.
 
Develops and implements long and short term plans, goals, and objectives for the department; evaluates efficiency and effectiveness of department operations, methods, procedures, and use of resources, and implements improvements as needed; develops long range transportation plans to meet future needs.
 
Develops, updates, and implements departmental standards, policies, and procedures; recommends and drafts proposed County ordinances relating to area of assignment.
 
Assists in developing, submitting, and implementing departmental budget; monitors expenditures to ensure compliance with approved budget.
 
Conducts traffic studies for intersection improvements; conducts speed limit studies and speed hump studies; identifies deficiencies and implements operational improvement projects; collects traffic count data using traffic counting machines or hand counters.
 
Oversees the programing of traffic signal controllers for County's traffic signals; oversees traffic signal maintenance program; troubleshoots problems involving traffic signal operations.
 
Develops plans and bid package information for new construction projects and improvement projects.
 
Develops and updates list of projects for current/future capital improvement sales tax programs.
 
Provides technical assistance to County Engineer, Board of Commissioners, and other staff members as required.
 
Responds to complaints and questions related to department operations; provides information, researches problems, and initiates problem resolution.
 
Compiles and/or monitors various administrative or statistical data; conducts research and makes applicable calculations; analyzes data and identifies trends; prepares reports and charts.
 
Performs administrative tasks; reviews/approves time sheets and leave requests; reviews/approves project payment requests.
 
Prepares or completes various forms, reports, correspondence, annual reports, purchase orders, budget documents, performance evaluations, traffic signal reports, re-striping lists, traffic studies, traffic capacity analyses, engineering studies, engineering drawings, or other documents.
 
Receives various forms, reports, correspondence, pay requests, budget documents, invoices, traffic studies, hydraulics studies, traffic counts, material testing reports, engineering studies, engineering drawings, draft correspondence, draft ordinances, time sheets, laws, ordinances, policies, procedures, standards, specifications, maps, textbooks, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
 
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, presentation, e-mail, Internet, or other computer programs.
 
Operates/utilizes various equipment and tools associated with work activities, which may include a motor vehicle, two-way radio, cellular telephone, pager, calculator, general office equipment, drafting instruments, traffic counting machine, manual traffic counter, traffic signal controller, power driver, wire cutter, or hand tools.
 
Communicates with supervisor, County officials, other departments, employees, contractors, engineers, consultants, state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
 
Performs the duties of County Engineer in absence of same.
 
Attends meetings, serves on committees, and makes presentations as needed.
 
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
 
Leads the department in ensuring compliance with all safety and health requirement; develops safety policies essential to the department; ensures all new departmental employees are trained on safety policies prior to commencing duties; ensures all departmental staff are trained annually on departmental safety policies ensuring safety standards are consistently followed; maintains safe and healthy working conditions ensuring minimal injury, accidents, liabilities and waste of materials within the department.
 
 
ADDITIONAL FUNCTIONS
 
Performs general/clerical tasks, which may include answering telephone calls, sending/receiving faxes, making copies, filing documentation, or processing incoming/outgoing mail.
 
Performs other related duties as required.
Bachelor's degree in Civil Engineering or closely related field from an accredited college or university; supplemented by six (6) years previous experience and/or training that includes progressively responsible civil engineering, utility installation/construction, transportation engineering, engineering plan review, project management, budget administration, and management/supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license.
