Fort Mill School District - York 4 is Hiring a Security Specialist Near Fort Mill, SC

General Summary: Under general supervision, assists in planning, coordinating and implementing safety and security programs, with a focus on initiatives to prevent, mitigate, and respond to acts of school violence. Primary duties include training and awareness for primary and secondary stakeholders; site assessments; emergency planning; and coordination with first responders and community agencies.

Reports to: Coordinator of Safety and Emergency Services

Essential Job Functions:

Training and Awareness:

  • Manage the Safe Schools video-based training program to ensure compliance with regulatory mandated staff training. Review training offerings and recommend revisions and updates to best reflect training needs of the district.
  • Conduct surveys and audits, and review other sources of data, to identify training and awareness needs for the school community, first responders, and the general public. Prioritize training needs to ensure maximum benefit for safety, security, and violence prevention.
  • Develop, coordinate, and conduct training and awareness initiatives to enhance violence prevention, response, and recovery efforts. Assess the effectiveness of training/awareness programs and revise materials to bolster effectiveness.

Site Assessments:

  • Coordinate and participate in multi-disciplinary assessments and regular audits of school facilities to identify safety and security risks, hazards, and vulnerabilities and to ensure compliance with district safety/security policies and protocols.
  • Coordinate with school administrators, maintenance, and other relevant stakeholders to develop and implement corrective or mitigative measures. Assist in prioritizing mitigation measures and identifying funding sources and responsibilities.
  • Assist with developing a cohesive, multi-year, districtwide physical security implementation and maintenance plan to ensure a robust, effective, and progressive safety/security posture. Track implementation of recommendations and work to promptly address/mitigate obstructions to implementation.

Emergency Planning:

  • Coordinate with internal and external stakeholders to ensure that district and school safety plans are up-to-date; sufficient to address violence prevention, mitigation, and response; and in compliance with the latest federal, state, and district standards.
  • Develop and conduct training to ensure administrators, school safety teams, and other key personnel are knowledgeable of emergency operations plans; attend school safety team meetings to provide planning direction and guidance.
  • Assist with coordinating, conducting, and managing emergency drills and exercises for district sites to promote prevention, assess readiness, and enhance response capabilities. Ensure mandated drills are completed in a timely manner and in accordance with district and state standards.

Public Safety Liaison:

  • Maintain positive relationships and open lines of communication with the district’s public safety partners. Participate in the district’s Public Safety Liaison Group meetings to represent and promote the safety, security, preparedness, and response interests of the district.
  • Ensure proper processes and procedures are in place to effectively coordinate, manage, and control emergency response to crisis incidents on or near school property. Ensure incident command space and equipment is maintained and available for immediate use when needed.
  • Coordinate and participate in tabletops, exercises, drills, and other training events to facilitate effective incident response by district leadership and the district’s public safety partners. Participate in after action reviews to determine lessons learned and best practices of incidents associated with the district. Perform all other duties, as assigned and required, in order to perform the above services.

Qualifications:

  • Bachelor’s degree or higher in a field such as emergency management, public administration, educational leadership, criminal justice, public safety, law enforcement, or related field is preferred. A combination of professional training and/or experience may be substituted for formal education.
  • Minimum of 5 years of direct experience in a related professional field (such as law enforcement, emergency management, public safety, public education, or school safety/security) is required. Strong knowledge of the Incident Command System, school violence prevention, physical security, and/or emergency management/planning is preferred.
  • National Incident Management System (NIMS) certification preferred (required within one year of employment).
  • Experience planning, developing, and conducting training for adult learners is strongly preferred.
  • Requires frequent contact with external personnel of influence and decision-making responsibility to discuss issues of moderate to high importance. Excellent interpersonal and networking skills are required for interacting and working with various levels of individuals.
  • Requires excellent written and verbal skills.
  • Applies technology concepts to improve efficiency and effectiveness of District; must be proficient with basic computer programs.
  • Requires frequent travel to off-site training locations and school site visits.

Terms of Employment:

  • Full-time, Exempt, FMSD Sa1 Salary Schedule, 8 hours per day. 240-contract days. Initial salary placement is based on a formula considering education and work experience.

Evaluation:

  • Performance will be evaluated annually in accordance with provisions of the Board’s policy on evaluation of non-certified personnel.
