Fort Worth ISD is Hiring a Manager I – Budget – Specialized Academic Support Services Near Fort Worth, TX

Position Purpose

Plans, organizes, coordinates, and monitors Specialized Academic Support Services (Special Education, Psychological Services, Student Support Services 504 Program, Dyslexia and Multi-Tiered System Support) funding to support the district’s educational goals and objectives; establishes and maintains overall organizational, managerial accountability structures; provides guidance to campuses in preparing special populations funded plans, maintaining appropriate documentation and ensuring compliance with federal, state, and local policies and procedures.

ESSENTIAL JOB FUNCTIONS

  • Develops and analyzes budget projections to ensure use of funds and cost-effectiveness of operations are at optimal levels.
  • Assists leadership with preparation of annual budget presentations and budget workshops.
  • Oversees Position Control Management, in collaboration with HCM, Grants, and Finance.
  • Ensures that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accounting Manual.
  • Supports externally funded programs including but not limited to federally funded Special Education Programs under the auspices of IDEA-B and Every Student Succeeds Act, Title VII Indian Education Formula Grant, Texas Education for Homeless Children & Youth Grant, and Dyslexia grant.
  • Produces monthly and annual budgets to actual expenditures reports; prepares and submits all budget adjustments/amendments; and prepares, reviews and/or approves expenditure reclassification journal entries.
  • Prepares, manages, and maintains TEA grant applications and respective amendments for the Special Education grants.
  • Assists Grants Development with the grant application processes for the Student Support 504 Program and Dyslexia.
  • Oversees TEA grant monitoring, data collection, and tracking of specially funded programs.
  • Conducts administrative staff training to ensure compliance with District and federal guidelines.
  • Provides budgetary and accounting guidance to administrative office staff, Directors, Assistant Directors and Coordinators for Special Populations.
  • Assists with the preparation of annual contracts.
  • Responds to questions and inquiries from staff, vendors, auditors, and others as appropriate.
  • Maintains department budgetary reports, generates reports needed to manage funds, and provides information to staff for program planning.
  • Monitors and processes Grant closeouts.
  • Manages Kronos timekeeping process for Specialized Academic Support Services.
  • Assists with the District's independent and internal audits for Specialized Academic Support Services funding sources.
  • Evaluates accounting procedures, systems, and controls in the department and recommends improvements in their design, implementation, and maintenance.
  • Compiles, maintains, and files all physical and computerized reports, records, and other documents required.

Safety

  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

  • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Travel Requirements

Physical & Mental Demands, Work Hazards

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Occasional light lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.

Minimum Required Qualifications

  • Education: Bachelor’s degree from accredited college or university in Business Administration, Finance, Accounting or related subject.
  • Certification/License:
  • Certification preferred such as,
  • Certified Texas School Business Specialist (CTSBS) from TASBO;
  • Certified Texas School Business Official (CTSBO) from TASBO;
  • Registered Texas School Business Administrator (RTSBA) from TASBO.
  • Experience: 5 years’ experience required including:
  • Accounting, Finance, or Business Administration;
  • Experience preparing and administering payroll and annual budgets.
