BACKGROUND & SCOPE OF RESPONSIBILITY

Our continued growth and increasing nationwide scope of work has created an opening for a Program Manager III to lead the Access to Cars - Outreach and Education (O&E) programs and also support the implementation of Forth’s Affordable Mobility Platform (AMP) Project. Forth’s Outreach programs include community engagement, education, research, and EV Ride & Drive events. Forth’s AMP Project focuses on increasing affordable access to electric vehicles, particularly in traditionally underserved communities, through carshare services. With a handful of carshare locations up and running in four states , we continue to expand the service to other regions of the U.S.

We seek candidates who are enthusiastic about electric mobility and who share our commitment to diversity, equity, and inclusion. The successful candidate will be expected to be adaptable with sometimes competing priorities, work both independently and collaboratively with colleagues and partners, and play an active role in the organization’s development. As a people leader role, this position may supervise up to four program and project management professionals. 

DESCRIPTION OF DUTIES

Community Outreach Program Management (40%). Lead Forth’s community outreach strategy and team members on programs relating to advancing equitable access to transportation electrification. This portfolio of work is consistent with developing a community needs and outreach strategy, consumer education, and managing Forth’s EV Ride & Drive program and team.

  • Set project and team goals to deliver on Forth’s outreach objectives.
  • Develop and execute research projects to identify community needs for outreach in the area of equitable transportation electrification.
  • Plan and deliver memorable and effective EV education programs, centered in equity, including presentations and EV Ride & Drive events.
  • Identify, engage, and collaborate with community partners to deliver programs.
  • Establish and track program metrics, and report outcomes to the organization and funding entities. 
  • Support Business Development team in creating program budgets in the proposal process.
  • Manage all outreach projects to deliver outcomes on time and within budget.
  • Negotiate and execute contracts with partners and stakeholders of outreach programs.
  • Ensure all outreach programs are conducted in alignment with Forth’s core values of diversity, equity and inclusion, and Forth branding guidelines.
  • Participate, as needed, in outreach events engaging with communities and the transportation electrification industry as a representative of Forth.

National AMP Program Management (40%). Manage the development and implementation of key deliverables of Forth’s Affordable Mobility Platform (AMP) program, funded by the Department of Energy, in up to three regions across the nation. (Potential locations: Detroit, St. Louis, Charlotte, Albuquerque, and Las Vegas.) 

  • Execute and manage federally-approved sub recipient agreements with local partners.
  • Oversee the installation of electric vehicle charging infrastructure and the successful carshare launch and operations at each site.
  • Provide updates of project status in each region to the greater AMP team and Senior Program Manager.
  • Present reports and updates on the project at conferences or workshops.
  • Maintain a regular schedule of meetings and communications with local stakeholders, including local government agencies, electric utilities, charging solution providers, housing authorities, nonprofits, research groups, and others.
  • Collaborate with affordable housing partners (carshare vehicle host sites) on research, outreach and promotion to increase car utilization.

Team Management and Process Improvement (20%). Coach and support staff in their work, encourage their career development, and drive outstanding performance and program impact in support of Forth’s strategic plan. Help to develop and update processes to define, develop, and implement programs, with a continuous improvement approach across the programs team.

  • Provide guidance and direction for direct reports, ensuring that projects are completed on time, on budget, and efficiently managed
  • Manage continuous improvement and performance evaluation processes, including goal setting, annual reviews, and professional development, using systems and guidelines established by Forth
  • Actively promote and support diversity, equity, and inclusion in Forth’s workplace culture and practices, program operations, and interactions with all stakeholders
  • Identify and utilize systems to consistently track program metrics. 
  • Develop tools and templates to standardize project planning, budgeting, and reporting.

QUALIFICATIONS

Required:

  • A passion for Forth’s mission and values, and a desire to deepen your understanding of diversity, equity, and inclusion
  • Experience & Education
    • Four years minimum experience in transportation, energy, non-profit, or related fields (relevant degree coursework may count towards total years of experience)
    • Two additional years of relevant experience or a Bachelor’s degree in a related field
    • Minimum two years of experience managing direct reports 
  • Strong project management and organizational skills; demonstrated ability to manage multiple conflicting project priorities and meet deadlines while maintaining a healthy work-life balance
  • Demonstrated ability to organize and execute high-quality community outreach events 
  • Demonstrated interpersonal skills; ability to cultivate professionally collaborative relationships with both internal and external stakeholders
  • Excellent cross-cultural communication skills, both written and verbal
  • Skilled at preparing and delivering engaging presentations
  • Familiarity with smartphone apps (particularly carsharing apps and services), computer apps (such as Google Workspace, Microsoft Office, Asana, and DropBox)
  • Ability to effectively read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, insurance forms, and contracts
  • Willingness and ability to travel, occasionally overnight, approximately 6 trips per year (8-10 if remote)
  • Valid Driver's License and a good driving record
  • Must be located in Portland, OR (hybrid) or Seattle, WA (remote) metropolitan areas

Helpful:

  • Multilingual, especially Spanish
  • PMP or other project management certification
  • Experience in carsharing or other shared-mobility
  • Firsthand experience with electric vehicles and the EV industry
  • Experience with fleet or vehicle management
  • Experience working for a nonprofit organization with a mission-driven staff and board
  • Experience working for any of these key stakeholders: electric vehicle charging providers, carsharing com companies, electric utilities, local governments, consulting firms, or major transportation companies

COMPENSATION

Starting salary range is $79,750 - $97,750 commensurate with experience. Excellent benefits include four weeks paid vacation annually, fully paid health, dental and vision insurance for the employee and all dependents, and an employer retirement contribution after six months (no match required.) We also provide access to electric vehicles for business use, a professional development budget, an employee assistance program, and a flexible working schedule.
