YOUTH HOMELESSNESS DEMONSTRATION PROJECT PROGRAM MANAGER

Job Category: Youth Programs

Reports to : Senior Director of Youth Housing

 
Job Summary: The Youth Homelessness Demonstration Project (YHDP) Program Manager provides direct program supervision, human resource oversight, program planning and implementation, and staff training to FosterAdopt Connect’s, YHDP Housing Navigators. This program provides trauma-informed community-based services, case management, and housing support to youth experiencing housing instability and homelessness up to their 24th birthday.

Responsibilities : Primary responsibilities include but are not limited to

Administrative Leadership and Management 

  • Implement, maintain a successful youth program in which the Housing First philosophy model is utilized to provide clients with housing crisis and solution-focused interventions aimed to expedite housing placement by collaborating with internal and external resources
  • Ensure the program operates at efficiency levels to deliver positive client outcomes
  • Create and maintain community partnerships to assist in the service delivery identified as needed for clients’ success
  • Implement a thriving, low-barrier referral process
  • Supervise program staff resulting in the implementation of quality service delivery
  • Maintain employee satisfaction within the YHDP Housing Navigators. Strive to build a sense of team within the department, homeless youth services, and FosterAdopt Connect. 
  • Complete timely 90-day probationary and annual employee evaluations 
  • Identify the training and professional development needs of staff
  • Review and approve monthly client documentation and incident reports
  • Travel required, with or without accommodation, to attend and/or present in-service training or presentations
  • Make community connections to increase referrals 
  • Participate in meetings/professional memberships and trainings 
  • Contribute on organizational level with focus on agency culture, cultural competency, and performance improvement outcomes 
  • Participate as an active team member with colleagues of all demographics
  • Maintain strong, open communication with direct supervisor regarding services delivered, concerns, or questions

Outcome Planning/Program Quality Improvement (PQI)

  • Measure the effectiveness of the program, both internal and external
  • Implement and lead a continuous quality improvement process throughout the program and service areas

Financial Management

  • Oversee budget performance to assure fiscally sound operations 
  • Provide timely required information for contracted billing and other month-end reports 
  • Manage effectively within approved budget, and report accurately on progress made and challenges encountered 
  •  Monitor and approve client assistance requests. Ensure all documentation is collected to fulfill grant requirements

Qualifications & Preferred Skills

  • Bachelor’s Degree (preferred) in social work, psychology, public administration, or a related human services field; three (3 ) years of experience working in non-profit social service agencies; three (3 ) years of management experience
  • Previous experience working with at-risk teen population required. Lived experience preferred 
  • Core understanding of child welfare practice and policy
  • Core understanding of program development, implementation, and evaluation
  • Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies, and guiding investment in people and systems
  • Solid commitment to the principles of support and advocacy for youth and families
  • The ability to collaborate and advocate for positive outcomes, using excellent interpersonal skills in multi-disciplinary, diverse, and dynamic professional teams
  • Strong verbal communication skills and demonstrated ability to write clearly and persuasively
  • Demonstrated leadership ability, team management, and interpersonal skills. Quickly establish rapport and build trust 
  • Flexible and a self-starter; able to multi-task while also being highly detail-oriented while meeting all deadlines
  • Work as a necessary part of a team effort with colleagues of all demographics
  • Model ethical and professional behavior at all times
