Overview
Join a leading company in the transportation demand management and transportation planning industry and advance your career! Foursquare Integrated Transportation Planning, Inc. (Foursquare ITP) is looking for qualified, motivated, passionate, and diverse candidates who will serve as a Deputy Program Lead for a TDM program (40% time) as well as serve as an Outreach and Communications Specialist and TDM planner (60% time) on other sustainable transportation projects. The expectation is that this position's role in program management for TDM will continue to grow over time, so we are looking for someone for whom TDM is their primary passion and expertise.
This position provides the opportunity to help lead goDCgo, an award-winning, impactful TDM program in Washington, DC, working with some of the best and brightest in the industry. Foursquare ITP's TDM practice is growing by leaps and bounds, and this is an exciting opportunity to be a part of that momentum. Additionally, the selected candidate will have the opportunity to work on the communications and outreach components of a variety of interesting and diverse sustainable transportation projects as well as work on TDM planning projects.
The selected candidate will work closely with the goDCgo TDM Program Manager to oversee and direct a team of outreach coordinators and marketing experts focused on reaching out to employers, multi-family residential buildings, schools, and commuters in D.C. They will also work with project managers and teams on other projects.

Foursquare ITP is a woman-owned business based in downtown Washington, DC. We have nearly 70 employees across our offices in Atlanta, DC, Philadelphia, and Boston.
Role
For 40% of time initially and growing over time, the TDM Deputy Program Lead will be responsible for the management of a variety of TDM consultations, marketing, community outreach, evaluation, and reporting activities. They will support the development of workplans and oversee, direct, and mentor outreach coordinators whose roles include developing and maintaining client relationships to keep employers, residential buildings, large event coordinators, and schools interested and involved in initiatives to encourage their employees, residents, and visitors to commute using sustainable modes of transportation. The TDM Deputy Program Lead will work closely with the Marketing Manager to provide guidance and oversight to a marketing team that uses a multitude of media to support outreach and attract people to use sustainable modes of transportation, including transit, biking, and ridesharing. The position is growth oriented, and the right candidate will have the opportunity to take on additional responsibilities as they get familiar with the program, staff, and client.
For 60% of the time initially and reducing over time, the TDM Deputy Program Lead will be responsible for serving as the communications lead for public engagement on transit- and sustainable transportation-related project(s). In this role you'll develop, execute, and evaluate success for multifaceted communications campaigns that include in-person and digital outreach, supported by creative services and engagement staff. This role will give you the opportunity to lead a team, as well as exposure to a wide range of stakeholders. In addition, this role will include leading and working on TDM projects such as developing TDM strategic plans, developing TDM performance measurements programs, and helping to stand up other TDM operations programs.
Responsibilities include
  • Outreach and Engagement for goDCgo
  • Serve as the deputy lead for the goDCgo program to ensure that all program needs and expectations are met.
  • Guide and work with outreach coordinators to develop workplan activities and calendars to guide the work.
  • Establish and maintain effective, professional working relationships with the client, other staff from the larger project team, program clients, and the public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.
  • Train, manage, and mentor the outreach and marketing teams.
  • Work with the teams to monitor partner compliance with existing laws (such as Parking Cash Out) and potentially additional requirements.
  • Maintain and build programs and services for employers, residential communities, schools, and commuters and visitors by adhering to workplans and innovating.
  • Provide direction and quality control in guiding the development of printed and digital marketing materials and collateral related to outreach.
  • Lead the development of a variety of program events for outreach services, including, but not limited to program participant recognition, transportation fairs, presentations, workshops, and various community outreach events.
  • Build and maintain relationships with third-party benefits administrators and transportation stakeholders.
  • Work collaboratively with other TDM providers, MPO staff, and transit providers throughout the DC region.
  • Track and report on program activity metrics.
  • Communications and TDM Planning
  • Develop and implement complex public involvement plans involving multiple stages of outreach, including coordination of communications strategies, event planning, staffing, promotion, materials, and logistics.
  • Develop and implement communications plans to support major client events and/or projects. These plans could focus on informing members of the public of relevant service or program information and include a range of communications tactics.
  • Develop and implement and create printed and digital communications materials for public and sustainable transportation-related projects.
  • Develop and implement social media strategy, calendar, and content, in collaboration with technical staff.
  • Make communications plan presentations to clients, develop and lead internal training for frontline staff and outreach teams on communication plan projects, participate in briefings of stakeholders, and attend small group task meetings to confirm communications plan execution.
  • Lead and conduct research to evaluate existing TDM programs and make recommendations for improved operations and impacts.
  • Help stand up and support TDM operations programs, including developing workplans and training staff.
Required Skills, Expertise, and Experience
The candidate must have expertise in:
  • Employer and commuter incentives, solutions, and education.
  • Outreach and sales strategy using traditional TDM methods.
  • Planning, managing, and implementing outreach to employers, property managers, and large event coordinators.
  • Public and private sector B2B consultative sales.
  • Communications, marketing, and program management.
  • Cultivating, mentoring, and managing a team of outreach coordinators.
  • Building and maintaining trusted client partnerships.
  • TDM related planning, such as strategic planning and program development.
  • Outreach and engagement with the public and stakeholders.
  • The selected candidate must be a highly organized, detail-oriented, smart, motivated self-starter who enjoys working and collaborating with others and has experience in the implementation of TDM as well as in developing and implementing communications and engagement plans. This position requires a professional who has strong client relationship and customer management skills, is adept at working in a flexible and fast-paced environment with a dynamic workflow, has strong time management and problem-solving skills, and has experience with project management and managing, planning, delegating, and prioritizing work to a team of staff. The successful candidate must also have a demonstrated ability to present persuasive information to a wide variety of audiences both orally and in writing.
  • A B.A./B.S. in a related field such as Business Management, Marketing or Social Marketing, Public Relations, Public Administration, English, Communications, Geography, or Urban Planning with at least 4-10 years of relevant experience is required for this position. At least two years of experience managing a TDM program or a team of outreach and/or marketing professionals at a private or public sector organization is also required. Ideal candidates will demonstrate an interest in the field of sustainable transportation, have previous experience implementing TDM strategies, and have a strong understanding of the fundamentals of behavior change and organizational development.
  • TDM-CP certification a plus, but not required.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and experience with the use of customer relationship management (CRM) software and some type of project management software (Asana preferred) are required.On-the-job and/or formal training will be provided to assist the selected candidate to grow professionally; the selected candidate must have a commitment to ongoing professional growth.
Location
While this is a hybrid in-office/work from home position, the selected candidate must live in or relocate to the Washington, DC region within commuting proximity to downtown. They will work at DC DOT's office and Foursquare ITP's office in DC. Relocation assistance may be provided if needed.
Compensation
An individual who meets the minimum requirements can earn an annual salary of $86,000. Salary can be as much as $102,000 based on additional education, years of experience, and relevance of experience.
