Over the past 18 years, Franklin has supported state and local government clients throughout the United States to implement a wide range of programs including: disaster recovery, climate adaptation, public health, transportation, and land use planning. Our functional expertise is in program management and operations, technical assistance, community engagement and public outreach, training, website development, compliance and monitoring, and performance measurement and evaluation.
This is a full-time position and can be full-time remote/hybrid with periodic travel to meet with clients across the United States, including Louisiana, New York and Philadelphia.
Duties And Responsibilities
- Utilize program expertise to assist in the creation of all program policies and procedures as needed and directed by Franklin’s CDBG-DR clients
- Provide applicable best practices that can be used in the formation of policies and procedures and subsequent implementation of each HUD-funded program
- Provide strategic policy, procedure and operations guidance to client relating to HUD requirements, regulations, and policy changes to ensure compliance with all programs
- Engage in constant communications with program leadership and implementation team to ensure consistency across program team
- Advise on the creation of reporting activities compliant with HUD regulations and applicable program requirements that can be used by implementation team, including subcontractors
- Provide revisions to policies and procedures as opportunities for improvement arise
- Assist with oversight of client contract and serve as one of the primary points of contact on behalf of Franklin
- Serve as Deputy Program Director as needed
- Develop implementation plans for effective and efficient program-specific delivery across a portfolio of projects
- Develop a monitoring plan for individual programs
- Develop staffing approaches for individual portfolio needs
- Assist with managing all staff, including subcontractors, to ensure that all deliverables and deadlines are met
- Negotiate contracts for any required subcontractors or vendors.
- A four (4) year Bachelor’s degree from an accredited university; relevant advanced degrees and/or certifications are preferred or equivalent experience
- Seven (7) or more years of professional level experience managing programs or projects with a $10 million or more budget and a complex network of functional area coordination
- At least five to seven years of professional level project/program policy development and implementation
- Considerable knowledge of CDBG-DR best practices and HUD regulations and demonstrated ability to provide expert recommendations to senior leadership
- Experience in the policy/procedure or implementation of CDBG-DR housing programs including buyout and acquisition, single family homeowner programs
- At least five (5) years of direct experience in direct financial assistance programs. A working knowledge of regulatory and statutory compliance requirements for federal grant programs through which states and local governments administer grants providing direct assistance to eligible individuals or entities within the housing realm is preferred
- At least five (5) years of direct experience in the operations of a large scale (5,000 applicants or more) direct financial assistance program
- Ability to coordinate with internal and external stakeholders of the organization to share information, make decisions, and/or implement effective solutions to problems or complaints
- Ability to analyze, understand, and apply complex and/or technical materials such as directives, regulations, policies, Code of Federal Regulations, etc
- Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness
- Advanced level Microsoft Office skills; ability to import, create formulas, pivot tables, export data and run reports in Microsoft Excel; ability to quickly learn new software applications
