FRANKLIN COUNTY CLERK OF COURTS is Hiring a HR SPECIALIST Near Columbus, OH

CLASSIFICATION PURPOSE:

The primary purpose of the Human Resources Specialist classification is to assist the Clerk of Courts Office with personnel issues including but not limited to recruitment, staffing, and varied administrative support.

JOB DUTIES:

Conducts the office recruitment effort. Recruitment activities include, but are not limited to, development and posting of job announcements, maintenance of eligible job applications, coordination of hiring process with division managers which includes the interview process, background search, and the administration of formal job offers to chosen candidates. Responsible for coordinating and conducting new employee orientation and other on-boarding matters. Assists in development and implementation of personnel policies and procedures. Assists in office compliance with federal and state regulations concerning employment. Assists the Office of Human Resources and Training on a daily basis on any and all HR processes and employment matters as needed and assigned by the Director of Human Resources and Training. 

Provides information regarding personnel rules, regulations, policies, and procedures to employees and others as required. Conducts research on legal and non-legal matters related to employment law, HR policies, and HR practices. Provides recommendations to the Director of Human Resources and Training on implementation of new policies and practices. Completes legal compliance audits of all medical and personnel files regularly. Maintains the integrity and confidentiality of human resources files and records. May assist with payroll functions. Drives a culture of equity and inclusion.

Attends meetings on behalf of or represents the Director of Human Resources and Training when necessary. Assists all senior staff on projects as assigned by the Director of Human Resources and Training. Coordinates and arranges meetings, prepares agendas, reserves and prepares facilities; records and transcribes minutes of meetings. Coordinates and conducts training sessions and reserves rooms and equipment for sessions as needed. Files correspondence and other records. Acts as back-up to other HR personnel and Director of Human Resources and Training when needed. Understands and administers HR functions utilizing HRIS and other systems as assigned. Maintains regular and predictable attendance.

These duties are illustrative only and you may perform some or all of these duties or other job-related duties as assigned.

MAJOR WORKER CHARACTERISTICS:

Knowledge of labor relations; work force planning; employee training and development; public relations; human relations; agency policy and procedures; government structure and process; counseling; interviewing. Skill in typing; word processing; equipment operation. Ability to recognize unusual or threatening conditions and take appropriate action; deal with problems involving several variables in familiar context; define problems, collect data, establish facts and draw valid conclusions; calculate fractions, decimals and percentages; maintain accurate records; originate routine business letters reflecting standard procedures; understand manuals and verbal instructions, technical in nature; gather, collate and classify information about data, people or things; cooperate with coworkers on group projects; answer routine telephone inquiries form public; handle sensitive inquiries from and contacts with officials and general public.

MINIMUM CLASS QUALIFICATIONS FOR EMPLOYMENT:

Associate degree in human resources, or related field with three (3) years of human resources or related experience; or any equivalent combination of training and experience.

Additional Requirements

No special license or certification is required.

Supervisory Responsibilities

None required.

UNUSUAL WORKING CONDITIONS:

This is an unclassified position that serves at the pleasure of the Clerk of Courts. May need to travel to meetings, training sessions, or other work-related appointments.
