Frederick County Government is Hiring a Registered Nurse III Near Frederick, MD

This position will be funded by a state grant to support new requirements to Maryland's Education Article, Subtitle 3, entitled, "The Blueprint for Maryland's Future". Schools where >80% of students qualify for Free and Reduced-Priced Meals (FARM). These schools will be designated as Frederick County Community Schools and will be assigned a dedicated registered nurse who will support the students, their families, and their community in maximizing physical, behavioral, and emotional health.
 
Non-exempt; full-time during school year / approximately 11 months per year; 40 hours per week; (Monday - Friday; varied hours based on work location); full benefits
 
This position provides professional nursing services to a designated Frederick County Community School. Responsibilities include providing case management, care coordination and intervention services to students, families, and the community. Supervision is given to the assigned Health Room Technician-CNA/CMTs (HRT) or Licensed Practical Nurse (LPN); supervision is received from the School Health Director.

  • Collaborate with the Community School Coordinator, School Principal, Parent Teacher Organization, and other community stakeholders to complete a comprehensive community needs assessment of the physical, behavioral, and emotional health needs of the school's students, their families, and their community; based on assessment, collaborate and identify student services that will promote student achievement, positive learning conditions, and the well-being of students
  • Develop, write, and implement health care plans for students with special healthcare needs
  • Educate and provide direct health care services to vulnerable and at-risk students
  • Serve students by visiting homes; determine student and family needs; develop health care plans; provide nursing services and treatments; refer patients with social and emotional problems to other community agencies
  • Identify and provide "trauma-informed interventions" to students and their families which emphasizes physical, psychological and emotional safety for students
  • Assist families in utilization of health resources; attend medical appointments, and conduct home visits as appropriate
  • Conduct absenteeism surveillance; analyze trends to determine any causative underlying physical, mental, or behavioral health concerns
  • Coordinate hearing and vision screenings; perform thorough follow-up and outreach to ensure that students receive recommended diagnostic testing and/or provision of recommended devices/interventions
  • Function as an active member of the Student Services (SST), Individual Education Plan (IEP), and 504 Plan teams; provide appropriate health related information and participating in student focused team decision making
  • Attend and participate in other faculty, staff, and community meetings pertaining to school health.
  • Supervise and evaluate the staff in assigned school building; delegate nursing functions to assigned HRT as mandated through the MD State Board of Nursing
  • Analyze school health records and reports in order to develop and/or modify health programs to meet healthcare needs of school communities to include health lifestyle education, and state and federally funded grants to include FAST program, etc.
  • Assess, plan, implement, and evaluate health services for assigned school
  • Monitor health trends and identify health risk factors unique to specific school
  • Present an overview of the Community School's progress toward grant initiatives including, but not limited to community needs assessment data to FCPS/FCHD School Health stakeholders
  • Coordinate and facilitate educational and wellness interventions through active collaboration with students, parents/guardians, health care providers, and community agencies
  • Interpret students' health/developmental information for parents/guardians and school personnel as needed
  • Compile and maintain a file of current health education materials for students and faculty; serve as a resource for FCPS health education staff
  • Design and implement comprehensive and appropriate health education campaigns and disease prevention activities for the school community as needed
  • Investigate communicable diseases and actively participate in prevention and control of communicable diseases in the school setting
  • Participate in establishing policies and procedures for emergency care of student injuries/illnesses
  • Promote effective sharing of information and resources with the school community and health care professionals
  • Perform other related duties as required

  • Possession of a valid automobile operator's license 
  • Graduation from an accredited Nursing program with a Bachelor's degree
  • Minimum 4 years of work experience as a School Health, Community or Public Health Nurse
  • Current Registered Nurse license through the Maryland State Board of Nursing (or current RN license from another state, with ability to obtain Maryland RN license following hire) 
  • Current certification in CPR by a recognized certification body (e.g. American Red Cross, Heart Association, National Safety Council, etc.) or ability to be so certified during the orientation process
KNOWLEDGE / SKILLS / ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Ability to successfully complete mandatory RN Case Manager/Delegating nurse training course through Maryland State Board of Nursing
  • Knowledge of program and nursing assessment, planning, intervention and evaluation
  • Knowledge of rules and regulations, including the Maryland Nurse Practice Act, governing School Health Nursing
  • Ability to effectively plan, direct and supervise the work of others
  • Ability to accurately review and interpret statistical reports and information
  • Critical thinking skills with the ability to provide immediate clinical judgement in sensitive, at-risk situations
  • Strong and effective spoken and written (English) communication skills, including public speaking skills
  • Ability to develop and maintain effective working relationships with co-workers, other health care professionals, students and parents/guardians, and the general public
PREFERENCE MAY BE GIVEN FOR:
  • Related Master's degree
  • Pediatric nursing experience
  • Secondary Spanish language skills with the ability to speak and write Spanish fluently, and to translate from Spanish to English, and from English to Spanish
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is required to frequently stoop, kneel, crouch, and drive; occasionally climb, crawl, lift between 20-50 pounds; rarely push over 40 pounds.
  • While working in this position, the employee is required to constantly work indoors; frequently has potential exposure to infectious diseases; and occasionally walks on uneven ground and is required to wear protective equipment.
  • Varied work hours based on work location to include occasional evening hours until 7:00 p.m.
  • This position is subject to random drug testing
  • Required current license must be maintained during employment 
  • Ability to provide own transportation to area schools, meetings, home visits and other commitments
  • Available to respond on-call as essential FCHD personnel in the event of an emergency situation
 
EXAMINATION PROCESS (may include):
  1. An evaluation of training and experience
  2. One or more interviews
  3. A pre-employment fingerprint supported background investigation
  4. An employment history review in accordance with §6–113 of the Maryland Education Article 
  5. A pre-employment physical examination that includes screening for hepatitis and measles, mumps, rubella
