Program SummaryThe Alameda County Youth Advisory Council (YAC) is a collaborative effort between the Alameda County Probation Department (ACPD) and Fresh Lifelines for Youth (FLY) to create systemic change through the inclusion of youth voices. The YAC will engage youth council members ages 17-25 who have been impacted by the Juvenile Justice System. Youth will provide input on current system processes, policies and practices and will be a part of decision making that will positively impact youth directly impacted by the system. Youth will be supported through personal and professional development through one-on-one check-ins, group support, and community partnerships. As a new advisory council to Alameda County, the YAC is a great opportunity to elevate youth voices to make transformative change.
Position SummaryThe Youth Advisory Council Manager (YAC Manager) is an Alameda County FLY staff member who assumes responsibility for all functions of the Youth Advisory Council (YAC). They will oversee the Lead Youth Voice Coach of the Youth Advisory Council (YAC) & the Youth Voice Coordinator. They will take the lead in maintaining stakeholder and community partnerships, manage the budgets and system change strategies for the Alameda County Youth Advisory Council.
Position ResponsibilitiesYouth Recruitment, Training, and Development
  • Responsible for day-to-day managing of Youth Advisory Council youth, contract requirements, and meeting all deliverables and outcomes (i.e. youth recruitment, youth service hours, attendance targets, etc.) with support from the Alameda County Associate Director
  • Work in partnership with community organizations and the ACPD to recruit and engage 10-12 youth who are system impacted between the ages of 17-25 to participate as paid youth Council Members
  • Support the Youth Voice Coach in the leadership development of youth through 1:1 coaching and motivational interviewing utilizing an individual professional development plan to identify barriers to participation and to harness strengths and build on opportunities for growth based on youths’ needs and interests
  • Increase youths knowledge and capacity to impact change through 30-36 hours of training in collaboration with FLY’s Youth Voice Department and community partners on relevant areas such as authentic storytelling, public speaking, circle keeping, and systemic racism. etc.
  • Co-facilitate meaningful group meetings to ensure council members have a safe and brave space to collaborate, give and receive feedback, and lead effective activities and events
  • Lead YAC youth in planning and debrief meetings leading up to community activities, workshops and trainings; including providing relevant and appropriate feedback to youth to support their professional growth and development.
Program Operations and Management
  • Work closely with the key leadership collaborators to ensure that programmatic funding and grant requirements are met and that program budget and resources are managed effectively to deliver high quality services
  • Ensure the YAC planning and processes are all youth informed and youth driven including youth of various backgrounds and experiences; and strategically develop, plan, and manage YAC-related activities, timelines, project protocols, reporting, analysis and collection of data
Program Staff Supervision and Performance Management
  • Supervise, coach and evaluate two direct reports: the Youth Voice Coach and the Youth Voice Coordinator
  • Lead weekly team meetings and 1:1s with direct reports. Provide guidance, oversight and feedback.
  • Develop training plans and training for staff in collaboration with the Santa Clara County Director and Talent team.
  • Conduct annual performance reviews and professional development plans in collaboration with direct reports.
Community Engagement and Stakeholder Management
  • Invest in community relationships and collaborate with community partners who are imperative to the success of youth voices being incorporated into the juvenile justice system decision making processes.
  • Work closely with Juvenile Justice System partners to ensure youth voices are integrated and identify areas where youth will contribute in systems meeting, provide feedback to system professionals, and advise collaborators and decision makers designed to influence change in the system.
  • Lead monthly meetings with ACPD in order to strengthen and maintain stakeholder relationship; specifically, regarding opportunities for YAC members to participate in system meetings and/or focus groups to provide feedback to system professionals
  • Engage the larger community in the YAC’s work through the design and facilitation of focus groups, surveys, meetings, and presentations.
Enhance Program Policies and Procedures
  • Collaborate with the Alameda County Associate Director and FLY’s Youth Voice Department to facilitate the creation of the YAC bylaws, participant selection, oversight, training, participation opportunities, and support to ensure a successful term year for the YAC.
  • Document and manage the process to create, update, and then improve all program protocols, documents and tools, event/activities, and training guides and manuals.
  • Participate in the evaluation process of the YAC and work with the ACPD evaluator to identify and collect data outcomes to measure success and impact.
