Position Title: Operations Manager
Reports to: Program Director

Hours: Varying hours between 7am- 9 pm, Participates in an on-call rotation

most effective model for addressing homelessness, with innovative,
customized programs that have positive, demonstrable results and a lasting impact on the community and beyond. Our programs are person-centric and individualized to meet the needs and goals of individuals, families, youth/young adults and Veterans experiencing homelessness. We provide outreach, hospitality, health care, case management, housing, job placement services, and advocacy.
Summary:
The Operations Manager (OM) is a key player in overseeing the smooth and effective operations of a Short-Term Family Housing site. The OM will oversee all aspects of the physical building and ensure a well- run, safe and clean environment and reports to the Program Director. The OM will oversee all aspects of the Building Operation Plan (BOP), Quality Control Plan and any necessary plans for operational effectiveness and efficiency. They will also oversee and train staff on Emergency Preparedness and fire safety plans. The OM will coordinate maintenance services with DGS for facility related maintenance needs and DHS for furniture replacements. This role will act as the point of contact for DHS and DGS facility related matters. The OM will monitor and evaluate all contracted services including food, security, and janitorial services.
Essential Duties and Responsibilities:
  • Oversee a building operations plan (BOP) and a facility management program ensuring compliance in all areas in relation to the DHS Human Care Agreement (HCA)
  • Works with the program Leadership and finance department in the development of annual capital expenses. Monitors building expenses in conjunction with relevant contract budgets.
  • Responsible for all maintenance of the security system and its components.
  • Researches and maintains current knowledge of educational and occupational training programs.
  • Oversees the STFH site compliance with fire safety requirements, including completion of monthly fire drills across shifts, and maintain inspection records and other required documentation.
  • Oversees the purchasing of janitorial supplies, furniture, equipment, and other fixtures in response to programmatic need.
  • Acts as primary point of contact with DHS Facilities and DGS contracted engineers; verifies completion and quality of work.
  • Oversee all subcontractor contracts and serve as the primary point of contact with all subcontractors and outside vendors contracted with Friendship Place.
  • Oversee the kitchen operations and ensure that the meal services provided by subcontractor meet all contractual needs.
  • Ensure compliance with contractual requirements and develop processes and procedures that are communicated to all necessary parties.
  • Conduct annual review of contracts with subcontractors to negotiate costs and scope of work.
  • Oversees the research of prices and specification comparisons to find best equipment and supplies for the lowest cost and make recommendations for purchases.
  • Coordinate all monthly, quarterly, semi-annual, and annual cleanings in accordance with the HCA
  • Review and approve service invoices monthly.
  • Manage the reservation system of onsite Friendship Place vehicles. Coordinate any necessary repairs and upkeep to the Office/Facilities manager.
  • Oversee and manage the building key system by assigning keys and key cards to the appropriate people.
  • Review all residential, janitorial, and security schedules monthly for submission to DHS.
  • Collaborate with Assistant Operations Manager to identify and research all key trainings for residential team.
  • Complete DHS Daily Log Report & Daily Offline Report.
  • Facilitate monthly residential meetings with Assistant Operations Manager as the Co-facilitator.
  • Oversee the building inventory systems for the program.
  • Perform all other duties as assigned.

Requirements
Education/Experience:
  • Bachelor's degree in Facilities Management, Facilities Engineering or related qualifications and experience such as project management, business management or construction management.
  • Knowledge of and experience with building, systems, maintenance, repairs, janitorial and building security requirements for commercial and residential properties with at least 5 years required.
Qualifications:
  • Demonstrate working knowledge of principles and practices of project management.
  • Ability to build relationships with community organizations and government agencies.
  • Experience working with families
  • Punctuality and ability to work independently.
  • Provides excellent customer service and reliability
  • Experience with computer programs, including excel spreadsheets, emailing, etc.
  • Strong commitment to mission, organizational core values, including racial equity and social justice
Working conditions:
Office is housed in a short-term living facility, on call rotation, periodic evening and weekend work. The position will spend the majority of time between office/desk settings, moving throughout the program site, training, and attending meetings/engagements with key stakeholders in the neighborhood surrounding the program site. The position will have no more than 10-15% of time based in community/travel across the District of Columbia.

Employees must be able to sit for extended periods of time with repetitive motions and positions. Some lifting may be required (up to 20-25lbs).
Background Checks
The selected candidate will be required to complete and pass background checks specific to contract requirements that may include: criminal history background check and/or fingerprinting, FBI Background Check, DC Metropolitan Police Background Check, State-of-Residence Police Background Check, DC Child Abuse Registry (CFSA), National Sex Offender Registry Check, Drug Panel and Alcohol Screening, Tuberculosis Test, and Driving Record check (for positions transporting participants), and confirmation of COVID-19 vaccination record.

Specific Requirements
The employee must have a valid driver's license and have reliable transportation to perform duties and responsibilities. The vehicle must meet legal requirements (insured, registered, etc.).
