Job Title: Managing Director of Construction Services
Reports to: Executive Director of Facilities
Dept/School: Construction Services
Work Year: 250 days
Salary: $127,500 Actual salary will be calculated based on experience.Primary PurposeTo assist Executive Director of Facilities in new construction, renovation, and capital improvements associated with the district’s bond programs to support the districts’ long-range planning needs.
Education/CertificationQUALIFICATIONS: High School Diploma or GED
Bachelor’s Degree in Architecture, Engineering or Education preferred
Special Knowledge/SkillsExtensive knowledge of construction program requirements, regulations, and statues as related to Texas Public Schools
Extensive knowledge of program and project management principals
Experience5 or more years combined experience of project management, and/or construction and contract management activities required
Experience With a K-12 School System PreferredMAJOR RESPONSIBILITIES AND DUTIES:Construction administration of district bond programs as related to construction.
Contract management for district bond programs as related to construction.
Cost and change management for district bond programs as related to construction.
Define and recommend to administration project delivery method for each project.
Maintain and report progress records for construction projects.
Maintain board agenda items log, obtain all backup documents, transmit to Executive Director of Facilities as related to construction services for timely posting to board meeting agendas.
Conduct project scope reviews and construction document reviews.
Conduct total project cost analysis for major construction projects.
Conduct project cost reconciliation to validate final project cost.
Manage project closeout verifications log for each project.
Ensure all municipal developmental fees and escrow funds are identified and resolved.
Ensure all environmental studies and required mitigation activities are identified and resolved.
Ensure the retention of project records through digital and physical archives or other retention systems.
Ensure quality control/quality assurance plans are established and followed.
Validate and monitor all design, procurement, construction, milestone, and closeout schedules.
Validate and monitor all required payment and performance bonds for projects.
Validate and ensure all required insurances for projects are in-force such as professional services, contractors, consultants, and subcontractors.
Validate and monitor all required fingerprint and background checks are in place as required.
Certify project compliance with Texas Department of Licensing and Regulation (TDLR) Architectural Barriers Act and Texas Education Agency.
Certify Texas Commission on Environmental Quality (TCEQ) Storm Water Pollution Prevention Plans (SWP3) and validate contractor delegation, notice of intents, and notice of terminations.
Review all Right-of-Way and Easement requests, engage district consultants for review, provide final recommend to administration.
Review land acquisitions and review/engage environmental studies as required.
Review developmental agreements and ensure legal counsel and civil consultant review, provide final recommendation to administration.
Review all electric and gas service agreements, ensure coordination with underground utilities, and provide recommendation to administration.
Review and final approval for all payment applications, professional services, and vendor payments as it relates to construction services.
Maintain awareness of current construction market and educational facility cost trends, maintain empirical cost data for reference.
Procure professional services, construction services, and third-party consultants as it relates to the district’s bond program.
Work with legal counsel to generate contract documents for district construction projects.
Provide first-line approval in the contract approval system.
Ensure that construction services operations are supportive of instructional goals and objectives of the district and the attainment of bond program objectives.
Ensure that construction services staff uses effective communication techniques.
Focus the business/facility operations of the school district towards accomplishing the district’s mission and attaining stated goals and objectives.
Assist with planning and conducting needs assessments of the district.
Perform other duties as assigned by the Executive Director of Operations.

Working ConditionsMental Demands/Physical Demands/Environmental Factors:Maintain emotional control under stress. Work with frequent interruptions. Frequent districtwide travel; occasional prolonged and irregular hours; work indoors and outdoors to conduct on-site inspection of all facilities and construction projects; work around machinery with moving parts; work on ladders or scaffolding.
