Job Title: Purchasing Buyer
Reports to: Director of Purchasing
Dept/School: Finance/Purchasing
Work Year: 226 days
Base Salary: $48,350 Actual salary will be calculated based on experience.
  • This position may include frequent and/or consistent opportunities to work remotely.
Primary PurposePurchase supplies and equipment for the district and ensure district bidding procedures are followed while meeting federal and state laws. Assist in acquiring vendor pricing quotes, vendor management, and processing district purchase orders.
QualificationsEducation/Certification:
High school diploma or GED required
Some college preferred
TASBO certification preferred
Special Knowledge/SkillsStrong organizational, communication and interpersonal skills
Ability to work in a multi-task environment
High degree of displayed professionalism, ethical behavior, and confidentiality
Knowledge of basic purchasing and accounting processes
Knowledge of state and federal purchasing laws
Ability to analyze and organize bid-related information
Detail-oriented and committed to accuracy in maintaining records
Ability to work with numbers in an accurate and rapid manner
Proficiency in Microsoft Word, Excel, Outlook, and Google forms
Experience in creating and maintaining spreadsheets
Experience in creating, analyzing, and maintaining processes and procedures
Knowledge of online bidding software (ex. ION WAVE) and financial software preferred
ExperienceMinimum of three years of purchasing or accounting experience for a school district preferred, OR
Major Responsibilities And DutiesMinimum of one year of governmental buyer experience preferred
Bidding And EvaluationInitiate and manage District bids through the District’s bidding software (IonWave).
Work with departments and end users in conjunction with independent research to create bids that meet the needs of the District.
Make recommendations for District purchases based on evaluations and quotes.
Review and negotiate bid and quotes in a manner that serves in the best interest of the District.
Work with vendor representative to ensure full understanding of bid requirements and to maintain awareness of product changes, price changes, or other information that could materially affect the purchasing of items.
Assist in maintaining deadlines associated with the purchasing department bid calendar in an effort to meet District needs and board meeting deadlines.
Assist in monthly board agenda items.
Attend meetings between District staff and vendors to provide guidance on purchasing requirements.
Vendor Management, Record Management, And ComplianceObtain pricing and quotes from District-approved vendors and/or purchasing cooperative vendors.
Support end users by facilitating sourcing products and/or services through cooperatives.
Assist in training staff on purchasing procedures and policies.
Maintain and update District contracts and vendor files and develop reports.
Conduct routine audits of vendor purchase method information held in District financial software to ensure all purchases have a valid purchase method.
Handle purchasing correspondence requests: email, interoffice mail, and verbal.
Independently research topics related to federal, state, and local procurement laws.
Develop and implement new procedures for the purchasing department as needed.
Participate in procedure self-audits for the department.
Develop, pilot, and test processes and projects to streamline purchasing for end users.
Facilitate applications for purchasing-related awards and recognition for the Department.
Participate in the setup of new vendors in eFinance.
Facilitate the setup of new vendors as punchout purchase options for end users.
Verify the legitimacy of all sole source purchases.
Communicate with end users and vendors to resolve purchasing disputes and/or issues.
Participate in commodity coding projects.
Maintain the purchasing website.
Internal ControlsReview requisitions, purchase orders, and change orders for accuracy, completeness, and compliance before approval on a daily basis
Request additional information for attachment to requisitions when required (i.e., written quotes, required bonds, insurance documentation, board minutes, etc.).
Identify noncompliant purchases and process them according to District policy and state and federal regulations.
Communicate issues with requisitions to end users in a clear, timely, and professional manner.
Stay abreast of all FISD procedures and state and federal law affecting purchasing to ensure consistent and compliant review with purchasing requirements.
Review and approve District credit card purchases to ensure they comply with FISD policy and procedure and state and federal regulations.
MiscellaneousWork in polite, courteous, and customer service-oriented manner with District personnel to aid in obtaining and understanding District needs for goods and services.
Maintain integrity and accuracy of vendor records in the District’s finance software system.
Work with minimal supervision and instruction.
Maintain emotional stability and professional operations in a high paced and high stress environment.
Perform other duties as requested by the Director of Purchasing.
Other Duties As AssignedFrisco ISD retains the right to adjust the responsibilities and assignments of all positions as needed to meet the needs of the District.

Working ConditionsMental Demands/Physical Demands/Environmental Factors:Maintain emotional control under stress. Work with frequent interruptions. Prolonged use of computer. Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting. Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching. Occasional light lifting and carrying (under 15 pounds).
