FSA is Hiring a Financial Analyst Supporting the ATF Near Washington, DC

FSA Federal (FSA) is focused on delivering unsurpassed services in support of law enforcement and homeland security. We currently have a vacancy for a Financial Analyst. In this role, you will be supporting the overall mission of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

The Joint Law Enforcement Operations (JLEO) section of the Resource Management Branch at ATF Headquarters, Washington, DC, provides oversight of ATF's Task Force Officers (TFO) and Special Deputies Program, to include guidance on logistical functions and administrative needs. JLEO manages TFOs and their equipment, vehicles, training and overtime.

Responsibilities

Duties specific to the Joint Law Enforcement Organization (JLEO) Program:

  • Review state and local law enforcement officer overtime invoices for accuracy and completeness. Review invoices for errors or omissions and work directly with the government coordinator to resolve any identified issues. Examine the ledger data and report any anomalies to management.
  • Track law enforcement agency expenditures. Monitor the spending habits of ATF's law enforcement partner agencies, identify trends, and prepare funding realignment requests to ensure the proper allocation and utilization of federally issued funds.
  • Generate memorandums of agreements. Work with the assigned government coordinator to review their provided forms for accuracy and completeness, prepare the memorandum of agreement document, and route it for all necessary signatures.
  • Quality assurance. Consistently perform quality checks on the documentation provided by government partners, as well as on their own work.
  • Ad-Hoc Assignments. Additional assignments may be requested of the Financial Analyst based on staffing vacancies or the needs of government partners.
In accordance with the contract:
  • Provides general financial management and budgetary support.
  • Conducts accounting functions including reviewing invoices and receipts related to accounts. Monitors and reviews reports related to seized and forfeited asset related accounts.
  • Performs program-specific analysis and certain liaison functions to support budget execution and financial reporting processes.
  • Analyzes data and trends to develop revenue and expense reports.
  • Reviews reprogramming requests of clients.
  • Performs other duties as assigned.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field, or High School Diploma/GED with at least four years additional experience
  • 1.5 years' experience in accounting/finance
  • Experience with an enterprise financial system, United Financial Management System (UFMS), Power BI, and SharePoint preferred
  • Intermediate experience with the Microsoft Office suite of applications (Excel, Access, PowerPoint, Word, Teams) and other common software applications and databases, advanced skills are preferred
  • Strong organizational and prioritization skills, and ability to work with minimal supervision.
  • Excellent communication skills; oral and written
  • Strong attention to detail; meticulous data entry skills
  • Proven commitment and expertise to provide excellent customer service; positive and flexible
  • Ability to multi-task; able tomanage and prioritize tasks effectively.
  • Willing and able to adapt to process changes as they arise.
  • Ability to work in a team environment, deliver the highest quality of work, and maintain a professional disposition under extreme pressure

This position requires U.S. Citizenship and a 7 (or 10) year minimum background investigation.
