It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. Payment Analyst

Divison OverviewThe Center for Health Equity and Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW’s work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. CHECW is a division of the NYC Department of Health and Mental Hygiene, and this position will be placed at the Health Department through a partnership with FPHNYC.
Program Overview (public Health Corps)Since January 2020, DOHMH has been fighting the COVID-19 pandemic- activities include but are not limited to surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; promoting the emotional health of New Yorkers and coordinating citywide COVID-19 vaccine administration. DOHMH works closely with community-based organizations (CBOs) to increase access to and awareness of COVID-19 prevention, treatment, and vaccination services. Consistent with the Health Department’s decades long commitment to place-based investments, new work is focused on neighborhoods who have been hardest hit by the COVID-19 pandemic, have low vaccination rates, and have been harmed by racial and ethnic health inequities. DOHMH seeks to continue place-based anti-racism interventions toward COVID-19 recovery and chronic disease prevention over the coming two years through continued investment in the Public Health Corps.
Position OverviewDOHMH is seeking a Payment Analyst who will ensure the payments are processed in a timely manner in compliance with the Comptroller 's Directives, City and Agency policies , and other guidelines. This position will be in the Bureau of Finance and Administration Services (BFAS) and will report to the Fiscal Manager.
BFAS is responsible for preserving, enhancing, and supporting CHECW’s financial, physical, and human resources, operating from a centralized, customer-oriented, and service-based model. As stewards of the division’s resources, BFAS creates linkages between CHECW and other Divisions, and ensure that we thoughtfully, judiciously, and efficiently utilize our resources for Health Equity and Community Wellness. The Bureau’s portfolio includes Human Resources, Contracts, Finance, Operations and Grants and Special Projects.
ResponsibilitiesThe Payment Analyst will be responsible for the following duties but not limited to:
  • Process payments and perform other accounting activities for the division in a timely manner and in accordance with City’s policies and directives.
  • Ensure all payments are made in compliance with the specifications of the scope of the contract or purchase order.
  • Troubleshoot and identify the payment voucher numbers, payment status, retrieval, archiving and safekeeping payment records, etc., reconcile incoming invoices against the entries in PAYERS – the agency’s payment request system.
  • Provide thorough review of payment supporting documents to ensure all supporting documents are appropriate and in accordance with terms and conditions of related contracts and purchase orders.
  • Respond to questions and inquiries to assist with all customer service inquiries, including program areas, providers, the community, and vendors.
  • Assist in the development, implementation and tracking of financial dashboard to monitor the bureau’s performance, and payment trends.
  • Assist in developing and maintaining payment integrity policies and procedures.
  • Other special projects and tasks as determined by the Fiscal Manager, Director of Finance, or the Assistant Commissioner.
Qualifications
  • Bachelor’s degree in business or similar degree with experience in these areas acceptable.
  • Strong background in accounting is essential.
  • Strong organization, problem-solving, and analytical skills.
  • Excellent verbal and writing communication skills.
  • High degree of proficiency in MS Excel.
  • Ability to manage multiple tasks and responsibilities as well as meet tight deadlines.
  • Solutions oriented, with robust problem-solving skills.
  • Must be responsive, possess effective people skills, and can build and maintain effective working relationships with vendors, across programs and with employees at all levels.
  • Ability to demonstrate a professional positive attitude and work ethic.
LOCATION
Department of Health and Mental Hygiene, 42-09 28th Street, Long Island City, NY 11101. This position offers a hybrid work option.
HOURS
35 hours per week. This position will be funded through June 30, 2024 , with the possibility of extension.
Salary And BenefitsThe salary range for this position is $70,000 - $80,000. FPHNY (Fund for Public Health New York) offers a comprehensive benefit package.
