Program OverviewEstablished in 1805, the New York City Department of Health and Mental Hygiene (DOHMH) is the oldest and largest health department in the country. Our mission is to protect and improve the health of all New Yorkers, in service of a vision of a city in which all New Yorkers can realize their full health potential, regardless of who they are, how old they are, where they are from, or where they live.
As a world-renowned public health agency with a history of building transformative public health programming and infrastructure, innovating in science and scholarship to advance public health knowledge, and responding to urgent public health crises - from New York City's yellow fever outbreak in 1822, to the COVID-19 pandemic - we are a hub for public health innovation, expertise, and programs and services. We serve as the population health strategist, and policy and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.
The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected – and actively used to protect and promote the health and wellbeing of New Yorkers.
We aim to strengthen agency wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.
This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.
Position OverviewWe're seeking a dynamic Senior Director of Data Exchange and Interoperability to spearhead the transformation of our processes, policies, and relationships as they relate to interoperability in order to create more seamless modern data exchange internally within DOHMH and with our external partners. The person in this position will oversee a team of specialists in data acquisition, data transfer, and data quality strategy. This position reports to the Chief Population Health and Data Officer and is an exciting opportunity to work with the CPHDS team to help develop this innovative Center, to be at the forefront of public health data innovation, and to work with a dedicated and collaborative team to improve the health of all New Yorkers.
The selected candidate will be an employee of the Fund for Public Health in NYC, a nonprofit organization which is the fiscal and administrative manager of the grant; work will be supervised by DOHMH. This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work. This individual will be expected to work non-business hours during emergencies and to participate in emergency preparedness and response activities conducted by the Division and Agency.
Responsibilities
  • Strategic Leadership: Develop and implement a comprehensive data exchange and interoperability strategy aligned with the agency's goals and objectives as well as with the broader data modernization and interoperability initiatives across healthcare.
  • Interoperability Standards : Working with internal stakeholders including our Data Engineering and Data Governance units, Legal team and Chief Privacy Officer, as well as programmatic and confidentiality experts, establish and promote interoperability standards and best practices for health information exchange, ensuring compatibility and consistency across systems and stakeholders.
  • Stakeholder Engagement: Establish strong relationships and collaborate with internal and external stakeholders, including healthcare providers, government agencies, community organizations, and technology vendors, to understand data acquisition needs and promote bi-directional data exchange and system interoperability.
  • Policy Compliance: Ensure compliance with relevant regulations, standards, and policies governing health data exchange, including HIPAA, and interoperability rules issued by regulatory agencies such as Medicaid.
  • Data Governance Implementation : Support and inform data governance, product, and engineering teams in the implementation of data governance frameworks and processes into the data exchange platform to ensure the integrity, confidentiality, and availability of health data exchanged within and outside the agency.
  • Performance Monitoring: Monitor and evaluate the performance of data exchange systems and processes, identifying opportunities for optimization and improvement to enhance efficiency and effectiveness. Collaborate with Data Engineering and IT teams to ensure external data is reliably available for priority projects across DOHMH.
  • Team Management: Oversee a team of data acquisition, data transfer and data quality strategy specialists, providing guidance, support, and mentorship to drive innovation and excellence in data exchange initiatives.
  • Training and Education: Provide training and educational resources to internal staff and external stakeholders on data exchange technologies, standards, and best practices.
Qualifications
  • Master's degree in public health, data science, health informatics, computer science, or a related field
  • At least 10 years’ experience in data management, interoperability, or health information exchange.
  • Understanding of health data systems, standards, and regulations, including HL7, FHIR, and ONC interoperability standards.
  • Proven leadership and team management skills, with experience leading multidisciplinary teams in complex projects or initiatives.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and facilitate consensus.
  • Knowledge of data governance principles, privacy laws, and security standards applicable to health data exchange.
  • Experience working with electronic health record (EHR) systems, health information exchanges (HIEs), and other health IT infrastructure is highly desirable.

SALARYSalary range is $135,000 to $150,000, depending on experience.
