Galveston County Health District is seeking an Interim Director of Community Health and Clinical Services!
The Director of Community Health and Clinical Services is responsible for developing plans for community-based health programs aimed at the prevention of disease and promotion of health. Recommends community health initiatives, policy implications and best practices after reviewing health literature and statistics. As well as spearheads strategic health initiatives of all Community Health Services programs under the Galveston County Health District (GCHD). Responsible for working closely with Chief Nursing Officer on all community health operations and initiatives, as well as clinical management and leadership in community health services areas.

Required:
- Graduation from an accredited nursing program required.
- Current RN licensure by the Texas Board of Nursing with a Bachelor of Science in Nursing (BSN) degree preferred.
- Master’s level degree in Public Health (MPH), Nursing (MSN), or another related field preferred.
- 3 years of progressive responsibility as a program manager and/or executive with administrative supervisory responsibilities over other managers and staff.
- Work experience in a public health clinic/program preferred.
- Current CPR Certification.
- Excellent presentation skills and/or training background and/or experience and understanding of adult learning principles.
- Must be familiar with the operations of a healthcare organization, current trends and changes within the healthcare industry, state and federal compliance and regulatory standards.
- Ability for spur of the moment transportation without relying on organization vehicles.
- Must possess or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated.
- Department of Motor Vehicle check may be required, if applicable.
- Customer Service Oriented.
- Excellent written and verbal communication skills.
- Excellent Computer Skills MS Office.
- Must be willing and able to work evening and weekend hours if necessary.
- Must be in compliance with GCHD Immunizations policy.
- Must be in compliance with ICS training requirements.
- Must pass criminal background check and drug/alcohol screening.

Traditional Duties:
- Identifies community health program related grant funding and develops grant proposals.
- Manages specific community health programs from planning and design through implementation and evaluation.
- Coordinates and evaluates clinical operations throughout all Community Health Services areas to ensure best practice in patient care, clinical, and staffing standards are met.
- Researches, advises, and carries out medical-related actions in public health emergencies.
- Monitors CDC and DSHS regulation standards and guidelines for clinical compliance and practice improvement.
- Works with Pharmacist-in-Charge to maintain Class D Pharmacy compliance, including audits, license renewal, annual staff training, updating formulary, and ongoing monthly inspections in accordance with Texas State Board of Pharmacy.
- Ensures ongoing compliance with CLIA lab, including audits, license renewal, staff training, and quality assurance in accordance with DHHS and CMS standards.
- Develops and coordinates control orders on behalf of the LHA for public health threats with direction of CNO and/or CEO.
- Represents the District, participates in media events and coordinates press releases and interviews as needed.
- Coordinates and develops annual school nurse informational meetings with CNO.
- Acts as Local Responsible Party for HIPAA and DSHS privacy compliance for HIV/STD.
- Acts as Public Health clinical site coordinator for interns, medical students and residents, and nursing programs.
- Develop and maintain strategic partnerships for GCHD with CHS programs and initiatives.
- Represents the District in partnerships and coalitions – leads meetings, prepares Memorandums of Understand or Agreement as necessary.
- Prepares programmatic reports to United Board of Health, DSHS, and other agencies.
- Coordinates with Infection Control Nurse for clinical area inspections and staff trainings.
- Prepares and presents reports to United Board of Health.
- Works with staff on development of strategic health plan goals and objectives.
- Develops and evaluates Standing Delegation Orders, clinical quality assurance measures, and infection control practices in accordance with established policies and procedures. Updates established and/or creates policies and procedures.
- Manages program and grant and budget requirements for all Community Health Services areas.
- Develops new public health initiatives and programs through identification and assessment of community needs.
- Oversees CHS activities carried out by the Public Health Nurses and Community Health Worker including high risk population screenings, and assessment and management of preventable chronic disease clients in community outreach, clinic, and home settings.
- Oversees activities carried out by the HIV/STD Prevention staff including high risk population screenings, testing, and education of HIV and STDs to clients in community outreach and clinic settings.
- Responds to disease outreach and high-risk exposures – follows Universal and Isolation Precautions.
- Performs other duties as assigned by supervisor.
