Galveston County Health District is Hiring a Pharmacy (340B) Program Manager Near Texas, TX

Coastal Health & Wellness is seeking a Pharmacy (340B) Program Manager!

The Pharmacy (340B) Program Manager oversees the 340B program and provides guidance in the area of medication management practices, for Coastal Health & Wellness. This position is responsible for the day-to-day management and compliance review, associated with clinic-administered medications, and outpatient prescriptions dispensed by affiliated pharmacies. The Pharmacy (340B) Program Manager is responsible for creating operational plans, quality improvements, and creating 340B workflow processes. This position acts as the liaison with affiliated departments to ensure 340B Program integrity and compliance with Medication Management standards for the organization. The Pharmacy (340B) Program Manager will be an influential change agent in shaping the long-term goals and utilization of 340B services.

Required:

  • Masters or bachelor’s degree in business or healthcare or related field.
  • 4-5 years of experience in demonstrating leadership abilities in the area of 340B operations and compliance.
  • Current licensure or registration as a Pharmacist or Pharmacy Technician, in Texas.
  • Bilingual preferred.
  • Ability for spur of the moment transportation without relying on organization vehicles.
  • Must possess or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated.
  • Department of Motor Vehicle check may be required, if applicable.
  • Customer Service Oriented.
  • Excellent written and verbal communication skills.
  • Excellent Computer Skills MS Office.
  • Must be willing and able to work evening and weekend hours if necessary.
  • Must be in compliance with GCHD Immunizations policy.
  • Must be in compliance with ICS training requirements.
  • Must pass criminal background check and drug/alcohol screening.

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above-described essential functions will be considered when hiring for this role.

Traditional Duties:

340B Audit Program Management:

  • Develop and manage the annual 340B audit plan in support of the program in collaboration with the Director of Operations, the 340B Oversight Committee, and the CHW leadership team. Ensures evaluations of gaps at the site level and assists in providing the tools necessary to be compliant with the 340B Program.
  • Review and propose updates to policies and procedures based on the latest guidance and audit results. Establishes consistent policies and procedures for 340B operations that ensure productivity and efficiency so that long-term management of the program does not hamper operations or create unnecessary costs.
  • Ensure timely and well-supported audit processes for 340B program.
  • Review audit results, assess, track, and lead the resolution of issues and corrective actions if needed.
  • Provide education to pharmacy staff, clinics, and operational leadership regarding 340B compliance and optimization processes. Develops training/competency materials for all employees who work with the 340B Program.
  • Review and communicate audit metrics and audit results regularly to the 340B Oversight Committee which includes members from senior leadership, pharmacy, compliance, and legal.
  • Performs annual independent compliance audits with an external audit company and reports findings to responsible representatives at the organization, as required by Health Resources and Services Administration (HRSA).
  • Routinely monitors industry publications and websites as well as the professional media, literature, and peers to ensure that the institution has the latest information regarding interpretations, rulings, guidance, and advanced ideas for improving participation.

340B Team Management:

  • Hire, manage and provide day to day leadership to the 340B operations team.
  • Train, mentor and motivate staff in a manner that attracts and retains employees. Encourage innovation and recognize excellence. Address performance issues appropriately, equitably, and timely.
  • Provide ongoing staff development and training including cross functional training to continually develop expertise of staff and to facilitate collaborative problem solving and process improvements within the pharmacy and 340B operations teams.

340B Systems and Partners Management:

  • Act as the first point of contact for vendors, administrators, and contract pharmacy partners seeking information from CHW, and for staff who need to escalate issues involving pharmacy compliance as needed.
  • Facilitate ongoing discussions and process improvements with vendors, administrators, and contract pharmacy partners to evaluate volume shifts, program changes, system upgrades and other issues impacting the 340B program or pharmacy operations.
  • Develop proposals and recommendations based on new technology, market restrictions or information from third-parties, federal government, and state regulations.
  • Summarize and communicate third party information to pharmacy leadership and the 340B Oversight Committee as appropriate.
  • Develop and maintain internal relationships (accounting, legal, finance) and external relationships (wholesalers, manufacturers, contract pharmacies, split-billing software vendors, pharmacy benefits managers [PBMs], and third-party administrator [TPA] vendors) as needed.
  • Assesses opportunities for cost savings and business improvements in 340B contract pharmacy utilization.

Special Project/Other Duties:

  • Provides expertise and input as needed in other medication-related projects and/or committees.
  • Lead other pharmacy projects related to the 340B program as requested by CHW leadership.
  • Participates in and/or leads local, regional, and system workgroups and steering committees dedicated to 340B oversight and compliance.
  • Assess opportunities for cost savings and system improvements to yield higher efficiency for the 340B Program. .
  • Performs other related duties as required.
