GAP Solutions, Inc. is Hiring a Program Analyst Near Rockville, MD

Position Objective: Provide services as a Program Analyst in support of the overall functions of the National Institute of Mental Health (NIMH) within the National Institutes of Health (NIH). To perform laboratory techniques relating to scientific research.

Duties and Responsibilities:

  • Assists Division of AIDS Research (DAR) including the Center for Global Mental Health Research (CGMHR), NIMH for all administrative, budget, procurement, travel, and property management. 1
  • Serves as an executive assistant for Division leadership, namely the Division Director and Deputy Director, and the CGMHR Director. Executive assistant duties include managing calendar scheduling (e.g., Outlook, Zoom, and Teams), helping to prioritize emails and phone calls, gathering documents to prepare for meetings, preparing slide presentations, and coordinating travel logistics. 2
  • Develops, maintains, and updates accessible documentation, databases and spreadsheets for personnel and travel, both current and future actions. 3
  • Coordinates scheduling and reimbursing of both domestic and international travel as well as registration for conferences for assigned DAR and CGMHR staff. 4
  • Provides guidance to staff on Federal, NIH, and NIMH travel, purchasing and guidelines and procedures. 5
  • Serves as the Division’s liaison to a variety of offices and workgroups in the institute (NIMH) and assists with the coordination of information exchange.
  • Assists with purchase requests and assists with property management.
  • Provides support for procurement and administrative tasks.
  • Creates and updates slide presentations and ensures they are professional, compelling, and informative, and uses key features such as animations and slide transitions, and manipulating objects such as texts, images, videos, graphs, and charts.
  • Attends weekly staff and administrative meetings with program staff and assists with recording and posting minutes.
  • Assists with organization of division virtual platforms including Teams, SharePoint, OneNote, OneDrive, NIH Box, and others as needed.
  • Acquires knowledge of NIH procedures and approaches to grants management work, including the NIH Grants Policy Statement, Federal Policy and Regulations and relevant announcements.
  • Completes data extraction from NIH systems (i.e. QVR), downloads into spreadsheets (i.e. Excel), completes basic data cleaning, conducts basic descriptive analyses (e.g. PivotTables) and prepares basic descriptive tables or figures.
  • Assists with organization of DAR/CGMHR administrative tasks and proposes new administrative procedures.
  • Collects, analyzes, and prepares synthesis report of online information related to the DAR/CGMHR program areas from government and external websites.
  • Oversees some Council preparations such as independently managing the steps and process for re-assigning Program Class Codes (PCC), assisting in scheduling program staff coverage of Center for Scientific Review (CSR) study sections at the beginning of each cycle, and preparing slides listing grant information from the Application Summary Report (ASR).
  • Assists with program management activities such as Awaiting Receipt of Applications (ARAs), prior approval requests for applications with direct costs of over 500K.
  • Contributes to communications working group and oversees monthly production of DAR and CGMHR newsletters with division announcements on speakers and research initiatives.
  • Works collaboratively as part of the administrative team including cross-training as needed, providing input to improve teamwork and navigation of hybrid work environment, encourages collaboration, and providing support to one another as part of a learning environment.

Basic Qualifications:

  • Bachelor’s degree in Business Management and Administration.
  • Skilled in Microsoft Office.
  • 5 – 7 years of administrative experience.
  • Knowledge of organizational travel and purchasing systems.

  • Ability to multi-task and pay close attention to detail.
  • Excellent analytical, organizational and time management skills.
