Description
The Director of Career & Technology Education (CTE) is responsible for leading, managing, and overseeing all aspects of the district's CTE programs, including the newly formed Career Development Center. This role involves building and sustaining comprehensive CTE programs in collaboration with business, labor, and postsecondary partners, ensuring that these programs align with local, state, and federal guidelines. The Director will work closely with school principals, district leaders, and external partners to promote career awareness, develop rigorous career pathways, and prepare students for postsecondary education and careers. Additionally, the Director will manage budgets, supervise staff, and ensure compliance with all relevant regulations.
Duties and Responsibilities:
  • Program Development and Leadership:
  • Oversee the planning, development, and implementation of all CTE programs and courses.
  • Provide leadership and direction for the implementation of the district’s long-range plans for CTE.
  • Ensure CTE programs are aligned with local, state, and federal educational standards, as well as industry requirements.
  • Collaborate with school administrators, teachers, and community partners to expand and enhance CTE offerings.
Supervision of Career Development Center:
  • Manage the operations of the newly formed Career Development Center, ensuring it meets the needs of students.
  • Coordinate and supervise staff at the Career Development Center.
  • Coordinate partnerships with local businesses, industry leaders, and postsecondary institutions to enhance the center’s offerings and provide students with real-world learning experiences.
Staff Supervision and Development:
  • Hire, supervise, and evaluate program management staff within the CTE budget.
  • Recruit and train CTE teachers and staff, promoting professional growth and ensuring high-quality instruction.
  • Provide leadership and support to CTE instructors, facilitating ongoing professional development opportunities.
  • Ensure all CTE staff are informed of and comply with district policies, state regulations, and federal laws.
Student Support and Success:
  • Develop and implement strategies to increase student enrollment and participation in CTE programs.
  • Work closely with schools to improve ACT WorkKeys scores and overall student performance.
  • Collaborate with school counselors and administrators to provide career guidance and support services to students.
  • Monitor student progress and outcomes, using data to inform program improvements and support student achievement.
Infrastructure and Resource Management:
  • Provide annual assessments of the infrastructure needs of CTE programs, including facilities, staffing, equipment, and materials.
  • Develop and manage the CTE budget, ensuring efficient use of resources and compliance with funding requirements.
  • Oversee the procurement of equipment, supplies, and materials necessary for the effective operation of CTE programs and the Career Development Center.
  • Develop, monitor, and evaluate the implementation of the Perkins Grant and pursue additional funding to support CTE.
Business and Community Engagement:
  • Serve as the primary liaison between the school district and local businesses, industry partners, and postsecondary institutions.
  • Promote CTE programs and the Career Development Center within the community, fostering partnerships and collaborations.
  • Coordinate advisory committees to ensure that CTE programs meet the needs of the local workforce and economy.
  • Inventory, develop, and evaluate business and labor relationships, continuing to develop new and more effective relationships for the benefit of students and the community.
  • Serve as the primary liaison with the local CTE Business Advisory Council, recruiting and maintaining strong relationships with members.
Compliance and Reporting:
  • Ensure compliance with all state and federal regulations related to CTE programs, including reporting requirements.
  • Prepare and submit required reports to the North Carolina Department of Public Instruction and other relevant agencies.
  • Maintain a database of programs, participation, and achievement of industry-based certifications, ensuring timely submission of required information.
  • Represent the district as a member of the State CTE leadership organization.
Collaboration and Communication:
  • Guide collaborative efforts to support effective service delivery across the district.
  • Advise district leadership on matters regarding CTE programs and services, providing necessary information and support.
Knowledge, Skills and Abilities:
  • Thorough knowledge of program guidelines and professional standards.
  • Considerable knowledge of the North Carolina Standard Course of Study/Common Core and Essential Standards.
  • Considerable knowledge of School Board policies, procedures, and standards regarding education and testing.
  • Considerable knowledge of the current legislature, literature, trends, methods, and developments in the areas of assessment and testing.
  • Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules, and regulations.
  • General knowledge of the principles of organization, supervision, and administration.
  • General knowledge of database, statistics, and graphical software available.
  • Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.
  • Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments or directions.
  • Requires the ability to read and understand a variety of correspondence, reports, forms, articles, proposals, manuals, legislation, graphs, charts, etc.
  • Requires the ability to prepare correspondence, reports, forms, charts, graphs, statistical analysis, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.
  • Requires the ability to speak to a variety of people with poise, voice control, and confidence.
  • Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.
  • Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions.
  • Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.
  • Requires the ability to deal with people beyond giving and receiving instructions.
  • Must be adaptable to performing under stress and when confronted with persons acting under stress.
  • Ability to maintain complete and accurate records and to develop meaningful reports, charts and graphs from them.
  • Ability to use common office machines and popular computer-driven word processing, spreadsheet, and file maintenance programs.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments. 
Physical Requirements:
  • Must be physically able to operate various equipment including computers, scanners, copiers, calculators, etc.
  • Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.
  • Light Work usually requires walking or standing to a significant degree.
  • Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination.
  • Requires the ability to differentiate between colors and shades of color.
  • Requires the ability to talk and hear: (Talking: expressing or exchanging ideas using spoken words. Hearing: perceiving the nature of sounds by ear.) Must be able to communicate via telephone.
Minimum Training and Experience:
  • Master’s degree in Education, Educational Leadership, or a related field.
  • Career and Technical Education Director certification preferred.
  • Valid North Carolina teaching license; CTE licensure preferred.
  • Minimum of five years of experience in education, including leadership roles in CTE or a related field.
  • Strong knowledge of CTE programs, state and federal regulations, and industry trends.
Special Requirements:
  • Must possess a valid North Carolina driver’s license.
  • Demonstrated experience in budget development and financial management.
  • Proven ability to develop and maintain effective partnerships with businesses, community organizations, and educational institutions.
