General Services Office is Hiring a Real Estate Specialist 1 (NY HELPS) - VID 160372 Near Albany, NY

Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.
Required experience: professional experience in real estate work, including the performance of at least two of the following: inspection and appraisal of real property, legal research related to the sale of real property, title search, survey work in a responsible position determining property lines, and appraisal negotiations or related work with a public acquisition agency. Master's and higher-level degrees will substitute for one year of required experience.
**Real Estate Specialist level requirements:
  • Real Estate Specialist Trainee 1 (equated to SG-13): bachelor or higher degree.
  • Real Estate Specialist Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.
  • Real Estate Specialist 1, SG-18: bachelor or higher degree and two years of required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description
  • Research and prepare documentation pertaining to title issues.
  • Assist in the maintenance o the State-wide property inventory.
  • Maintain inventory files including scanned documents and maps related to property ownership.
  • Prepare and review appraisals of property and market studies.
  • Research public land records for title background, easement encumbrances, liens, deep restrictions, or covenants and determine the effects of local zoning or community master plans on potential use of State parcels.
  • Conduct physical inspections of state-owned property.
  • Prepare full narrative, self-contained appraisal reports to determine value.
  • Draft scope of service and review consultant prepared appraisals.
  • Prepare draft permits and licenses for the private use of State-owned real estate or real property.
  • Conduct public auctions of surplus real estate or real property, including coordination of advertising, conducting open houses for potential bidders and arrange dates for site auctions.
  • Prepare and review valuation for easements and grants of land underwater.
  • Draft leases, licenses, and easements for the use of State natural resources, recreational assets, and underwater lands.
  • Review and control sand mining, underwater land filling, gas drilling, mineral operations and salt mining conducted by licensed operators on State-owned lands.
  • Interact with all key players in acquisition or disposition transactions, including legal staff, surveyors, client agencies and the general public.
  • Make presentations on land acquisitions or disposition procedures at public hearings, open houses, and information meetings.
  • Ensure compliance of the rules and regulations of the Public Lands Law.
  • Respond to inquiries from the public and other State agencies.
  • Perform other duties as assigned.
Additional Comments
  • There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
