Responsibilities:
● Manage the violations and relocation team
● Oversee the project compliance with local laws and regulations as well as the removal of violations
● Manage the contract procurement process, level bids, review and make suggestions on the scope of work
● Lead the site team responsible for closing Housing Quality Standard (HQS) violations and ensure that correction forms (Form NE-2) are being filed with the housing authority
● Work with the development team and 3rd party logistics teams in managing the logistics associated with tenant relocations and right-sizing units
● Aggregate and quantify data associated with building compliance such as local laws, HQS violations, and relocations. Assist with the right size process and report to owners and stakeholders.
● Collaborates regularly with General Manager and Superintendent as well as other admin staff.
● Attend or chair meetings related to work done in the facilities department, and report to owners and
stakeholders.
● Manage violation-specific tracking and reporting including preparing and overseeing the preparation of violation-tracking reports to be sent to the housing authority asset management team
● Prepare the departmental budget and review monthly financial reports for compliance with the budget.
Required Skills/Abilities:
● Strong leadership skills with the ability to prioritize tasks and delegate when appropriate.
● Advanced knowledge of building systems (elevators, HVAC, plumbing, building envelope), violations tasking, regulations, and compliance at the federal, state (New York), and local level (NYC)
● Experience working with violations tracking systems and expeditors and reporting on violations.
● Knowledge of a Work Order System, Yardi to be preferred.
Qualifications:
● Bachelor’s degree or 5-7 years of experience in affordable housing
● 3 years experience working with Section 8 housing programs and dealing with the removal of
violations that affect tenant subsidy.
● Experience working for or with the New York City Housing Authority (NYCHA) preferred (not required)
● Certification related to mold, lead or building systems preferred
● Bilingual Spanish/English Preferred
