General Description

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview of Job:

Join the DCA team and significantly impact Georgia’s communities by providing strategic leadership and operational oversight in the Housing Choice Voucher (HCV) Program. The Director of Housing Partnerships and Leasing manages the daily operations and administration of all HCV-related functions, focusing on partnerships with landlords, oversight of housing inspections, and contract administration. This position plays a critical role in expanding the availability of housing units and enhancing the quality of services provided to families and businesses in Georgia

Key Responsibilities:

  • Contract Administration: Lead the Housing Assistance Payment (HAP) Contract Team in the execution and administration of contracts, focusing on the accuracy of rental assistance payments and lease agreements.
  • Inspections: Manage the HQS Inspection Team, ensuring all inspections comply with regulatory requirements and contribute to the program's goals of high-quality housing.
  • Landlord Services: Oversee landlord outreach and engagement, working closely with the Landlord Liaison Team to identify rental units and foster partnerships that enhance housing opportunities for voucher holders.
  • Strategic Leadership and Operations: Lead the Housing Partnerships and Leasing division, ensuring effective management of the HCV program, including landlord relations, housing inspections, and contract management. Develop and implement operational improvements utilizing advanced technology and best practices to create a customer-centric operating environment.
  • Special Program Teams Oversight: The Director of Housing Partnerships and Leasing will also oversee the Special Program Teams, ensuring alignment with overall strategic goals and integration of these programs with broader agency objectives. This role requires coordination across various internal teams to ensure program success and compliance with regulatory standards.
  • Team Management and Development: Supervise and motivate a diverse team, overseeing the recruitment, training, and development of staff. Ensure compliance with HUD and DCA standards and guidelines.

Minimum Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, Urban Planning, or a related field, with a Master’s degree preferred.
  • Minimum of eight years of management experience in public housing, HCV programs, or related fields.
  • Proficient in Microsoft Office 365; Certification in Housing Specialist, Rent Calculation, and NSPIRE (HQS) Inspections required within the first year.
  • Valid Georgia driver’s license.

  • Excellent problem-solving abilities and adept at conflict resolution.
  • Proficient in project management and familiar with public housing regulations.
  • Ability to communicate effectively with diverse audiences, including presentations to stakeholder groups.

Working Conditions:

  • Primarily office-based with occasional local travel required.
  • Full-time position with a need for flexibility to meet project deadlines as necessary.

Bachelor's degree from an accredited college or university in a related field AND Five years of experience managing professional level staff OR Nine years of experience AND Five years of management experience at the level equivalent to area of assignment OR Five years of experience at the lower level Sr Mgr, Business Ops (GSM012). Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
