DescriptionWe are seeking a dedicated Contract Specialist to join a talented six-person team supporting the Department of Homeland Security (DHS) Science and Technology Directorate, Office of Finance and Budget Division (FBD). This role offers the opportunity to provide a full range of financial management support services in a dynamic and collaborative environment. As part of this team, you will be responsible for financial analysis, contract closeouts, and other key financial processes that ensure the smooth operation of government contracts. Provide financial management and contract closeout services, including preparation of closeout packages for submission.
Support financial analysts with day-to-day tasks, such as processing Procurement Requisitions (PRs).
Liaise with Program Management Offices, Procurement, and Finance teams to gather necessary documentation and ensure timely completion of tasks.
Create and manage Procurement Requisition packages using PRISM and FFMS systems.
Prepare various financial reports, including the Open Commitment Report and Expiring Period of Performance Report.
Assist with the preparation of key compliance documents (HSAM, Appendix G, FITARA) and audit support.
Maintain and update Standard Operating Procedures and financial tracking tools (EPIC, PR spreadsheets, Shared Drive folders).
Mentor and guide junior team members, offering support and sharing expertise.
Assist with additional financial analysis and reporting duties as required.
Qualifications
2 years of federal contract closeout experience.
Solid understanding of the full contract lifecycle, from obligation to closeout, including Interagency Agreements (IAAs).
Bachelor's degree required.
Familiarity with the PRISM database is a plus (but not required).
Must be able to obtain an EOD Public Trust Clearance.
Skills & Knowledge
Proficiency in Microsoft Office applications (Excel, Word, PowerPoint, Outlook) and Adobe Acrobat.
Familiarity with financial systems such as PRISM and FFMS.
Strong communication skills and the ability to work collaboratively in a fast-paced environment.
Experience with preparing and distributing financial reports and maintaining accurate records.
A proactive and detail-oriented mindset, with a commitment to delivering high-quality work.
Work Schedule & Location
Monday - Friday, 8:00 AM - 5:00 PM.
