**Overview** This role involves managing the resource estimating process for proposal responses, ensuring alignment with government solicitation requirements and industry-standard estimating techniques. **Primary Responsibilities**
Manage the resource estimating process, collaborating with technical experts to develop staffing solutions that meet complex solicitation needs.
Assess and advise on government solicitation requirements and industry estimating practices.
Develop and maintain analytical tools, estimating methods, and written justifications.
Coordinate resource estimating for proposals independently, including scheduling and resource allocation.
Mentor team members and uphold compliance with Estimating System functions.
Report to the Vice-President of Corporate Operations.
Oversee the cost and estimating production for proposals, including gathering, analyzing, and documenting data for basis of estimate (BOE) submissions.
Support analysis of government proposal requirements, ensuring documentation aligns with detailed resource and cost estimates.
Communicate Estimating requirements in proposal planning and scheduling.
Contribute to subcontracting strategies as necessary.
Ensure compliance with government specifications and company policies within the Estimating Team.
Coordinate project schedules and resource allocation within the Pricing & Estimating Group.
Research and organize baseline resource information, suggesting new approaches for improved estimate accuracy.
Maintain financial factors and inflation rates in estimating tools.
Validate cost exhibit terms and conditions for cost realism.
Develop solicitation questions and recommendations impacting Estimating compliance and strategy.
Ensure responsiveness to inquiries from the Government and Account teams.
**Daily Tasks**
Check emails and messages daily to respond promptly to communications from clients and vendors.
Evaluate project requirements, obtaining quotes from vendors for accurate cost estimates.
Participate in discussions with Project Leaders and team members about project risks and budget needs.
Compile comprehensive reports outlining project requirements and costs within set timelines.
**Education and Experience Requirements**
Bachelor's degree or equivalent experience.
Minimum of 7 years of experience in Government contracting with a focus on resource and cost estimating.
Proven experience in documenting and defending basis of estimates for government contract proposals.
Working knowledge of DFARS Estimating System Criteria and DCAA DCAM Chapters 5 and 9.
Advanced proficiency in Microsoft Excel.
Legal authorization to work in the United States without employer sponsorship.
**Desired Experience**
Familiarity with Government Contractor Cost Estimating Systems.
Experience supporting DCAA during cost estimation audits.
Proficiency in Excel Macros.
Intermediate to advanced skills in SQL, Microsoft Word, and Microsoft PowerPoint.
**Security Clearance Requirements**
Eligible to obtain a Secret or greater security clearance.
U.S. citizenship is required; candidates will undergo a security/background investigation.
