### Job Opportunity Overview

### Role and Responsibilities
#### Business Analysis
  • Understand business objectives and challenges.
  • Identify alternative solutions and conduct cost/benefit analyses.
#### User Requirements
  • Analyze user requirements to automate processes or enhance existing systems.
  • Collaborate with personnel to review current operational procedures and identify needs.
#### Documentation
  • Create detailed descriptions of user needs and program functions.
  • Evaluate system capabilities and assess the feasibility of requested changes.
### Project and Work Context
RoleThe role involves participating in a pilot initiative to develop a Health and Human Services Performance Portal, including the following key areas:
#### Infrastructure Implementation
  • Design and configure the infrastructure for the performance portal.
#### Agile Development
  • Utilize agile methodology in all phases of the software development life cycle (SDLC).
#### Operations Support
  • Provide ongoing support and enhancements for the Performance Portal pilot.
### Key Responsibilities
  • Lead an agile development team through various projects.
  • Acquire data from diverse sources for multiple applications.
  • Develop efficient Oracle SQL scripts for data transformation and organization.
  • Utilize Informatica Power Center/IICS for data automation and transformation.
  • Collaborate with the Data Engineering Team on optimal data design.
  • Validate and verify SQL scripts and database views.
  • Develop automated verification and validation processes.
  • Actively participate in sprint ceremonies.
  • Work closely with architects on design strategies.
  • Create mockups and collaborate with customers for validation.
  • Address technical issues collaboratively within the team.
  • Assist in implementing and configuring development tools.
  • Produce and maintain technical documentation.
  • Engage in requirements and design sessions.
  • Interpret and propose enhancements based on business requirements.
### Minimum Qualifications
Required Experience
  • 10 years in designing and developing complex Oracle SQL scripts.
  • 10 years in system analysis for analytics and performance management systems.
  • 10 years of technical writing and diagramming skills, including proficiency in modeling tools and Microsoft Office Suite.
  • 10 years in data analysis and validation using SQL.
  • 8 years acting as a scrum master and technical lead for agile teams.
  • 8 years designing and developing scripts using Python.
  • 8 years of experience with JIRA software.
  • 8 years in developing and delivering reports.
  • 8 years making technical presentations and working closely with customers.
  • 8 years of experience with Jupyter Notebook.
Preferred Experience
  • 10 years with the Texas Integrated Eligibility Redesign System (TIERS).
  • Strong coding skills with a focus on testable and efficient code.
  • Understanding security principles in healthcare data contexts.
  • Excellent communication skills, both oral and written.
  • Ability to manage multiple responsibilities and prioritize effectively.
  • Prior experience within the healthcare industry and with health and human services agencies.
  • Master's degree in business or Information Systems (6 years of experience).
