Program Management Authority (PMA) 281, a part of the Department of Defense, is dedicated to ensuring the modernization and efficiency of their software systems to support mission-critical operations. GBSI is seeking an experienced Software Program Manager with a robust background in software engineering to spearhead software modernization efforts. The successful candidate will collaborate closely with the Deputy Program Manager and the software lead to develop and implement a comprehensive software modernization plan for PMA 281. This role is pivotal in unifying the infrastructure, tools, processes, and workforce skills across all product lines, ensuring alignment with the DoD Software Modernization Strategy and the DoD CIO DevOps Strategy.
Responsibilities- Strategy Development:
- Crafts and implements a cohesive software modernization strategy that aligns all PMA 281 product lines under a unified set of infrastructure, tools, processes, and workforce skills.
- Ensures compliance with the DoD Software Modernization Strategy and DoD CIO DevOps Strategy, including adherence to relevant guidebooks and DevOps reference implementations.
- Project Management:
- Develops a detailed software modernization plan in collaboration with the software lead, outlining scope, schedule, and resource allocation.
- Coordinates with cross-functional teams to assess each product line's current status and alignment with the modernization plan.
- Conducts ROI analyses for front-loaded expenditures and defines achievable milestones within the scope and schedule.
- Technical Consulting:
- Provides expert technical consulting to product teams on software development, integration, automated testing, monitoring, and deployment within CI/CD pipelines.
- Assists teams in developing analytical frameworks to evaluate their progress and pivot strategies as needed.
- Communication and Coordination:
- Delivers technical briefs and presentations to stakeholders, ensuring clear understanding of modernization goals and progress.
- Fosters effective communication and collaboration between various teams to facilitate smooth implementation of modernization initiatives.
- Education and Training:
- Educates team members on DevOps practices, software factories, cybersecurity measures, Continuous Authorization to Operate (cATO), and other relevant topics.
- Promotes best practices and continuous improvement within the software development lifecycle.
- Bachelor’s degree in Computer Science, Software Engineering, or in a related field is required. An advanced degree is strongly desired;
- Minimum of fifteen (15) years in software development, integration, automated testing, monitoring, and deployment within CI/CD pipelines is required;
- Proven experience in leading software modernization or large-scale IT transformation projects, preferably within the DoD or similar federal agencies is required;
- Strong understanding of DoD software modernization strategies and the DoD CIO DevOps Strategy is required;
- DoD-issued Secret Security Clearance is required at start;
- IAM Level III certification (CISM, CISSP, GSLC) in accordance with DoD 8570.01-M Information Assurance Workforce Improvement Program guidelines is strongly desired;
- Certified DevOps Practitioner, PMP, or equivalent project management certifications is strongly desired;
- Expertise in software engineering principles, DevOps practices, and CI/CD pipeline management is required;
- Excellent project management skills with the ability to manage multiple initiatives simultaneously is required;
- Strong analytical skills to develop frameworks for assessing project alignment and ROI is required;
- Exceptional communication and presentation skills, capable of conveying complex technical concepts to diverse audiences is required;
- Leadership abilities to guide and mentor cross-functional teams effectively is required;
- Experience with software factories, Cybersecurity frameworks, and Continuous Authorization to Operate (cATO) processes is preferred
- Familiarity with modern infrastructure tools and platforms used in DoD environment is preferred;
- Previous roles within PMA 281 or similar DoD programs is preferred;
- Experience in developing and implementing analytical frameworks for software assessment and modernization is preferred.
