Summary:
Goldbelt C6, LLC., is seeking a Evaluation and Continued Engagement Manager to provide TechCamp Program Support to the U.S. Department of State Bureau of Educational and Cultural Affairs, Professional and Cultural Programs, Office of Citizen Exchanges, TechCamp Program Office (ECA/PE/C/TC).
Responsibilities:
Essential Job Functions:
  • Serves in the TechCamp Policy & Evaluation Unit, managing continued engagement, alumni engagement, communications, and program evaluation under direction of the Branch Chief
  • Assists TechCamp Policy Officer with developing program policy goals and strategy, aligning evaluation strategy to achieve program goals and objectives.
  • Design and implement evaluation metrics for continued engagement projects according to specifications and deadlines.
  • Monitors and tracks the progress of the continuing engagement projects and makes adjustments as necessary to ensure successful completion.
  • Collaborate with Policy Officer to ensure that follow-on programs are fulfilling their proposed objectives and are meeting strategic goals set for all TechCamps, with lasting impact.
  • Contribute reports and analysis of participation and engagement of TechCamp alumni networks.
  • Liaise with ECA Office of Alumni Affairs to ensure TechCamp alumni are included in relevant ECA databases.
  • Drafts needed papers, briefing materials, taskers, and other regular reporting on TechCamp outcomes and impacts.
  • Manage meetings and communications with stakeholders and project contributors and project manager.
  • Coordinate with Implementation team to recruit appropriate experts and trainers for TechCamp programs and follow-on projects.
  • Participates in and contributes to TechCamp program proposal selection, planning, and design, working with full team.
  • Plan alumni engagement activities including grant programs, virtual events, and discussions to keep the network involved and engaged.
  • Assists with implementation of TechCamp workshops at selected overseas locations as necessary.
  • Designs TechCamp strategic communications plan to best engage with internal and external audiences to include posts, participants, alumni, and trainers, utilizing email optimization, online surveys, social media analytics, and other digital tools.
  • Serves as steward for overall program branding, with support from PASC and input from the TechCamp team.
  • Using social media best practices, leads social media strategy and planning in close collaboration with PASC and Department of State Digital Coordinators/public affairs teams.
  • Provides reporting on social media and website analytics and engagement.
  • Develop forms and records to document project activities and related information, i.e. training handouts, power point slides, evaluation forms for participants, etc.
  • Contributes to and helps design communications and outreach strategies for all individual TechCamps, working closely with posts and implementing partners, and the TechCamp Implementors for each TechCamp.
  • Lead for the TechCamp Program blog, sourcing articles written/edited by Public Affairs interns, alumni, trainers, and other relevant partners.
  • Takes lead on identifying platforms to reach our alumni and trainers before during and after TechCamps.
  • Produces and/or manages production of internal and external facing graphics, signage, swag, and other program materials, utilizing all available resources including the ECA PASC team.
  • Participates in ECA and DoS digital practitioner meetings, representing TechCamps and ensuring that it stays in compliance with bureau digital norms, and are included in bureau/department wide campaigns.
  • Monitor and analyze available statistical data, including site traffic, hash tags, trending topics, etc., to identify strategic networks and discussion points likely to attract the target audience and generate the highest degree of participation.
Qualifications:
Necessary Skills and Knowledge:
  • Experience managing the implementation of complex projects involving multiple stakeholders and countries.
  • Proficiency in the use of word processing software, spreadsheets, databases and project management tools
  • Proficiency in the use of digital engagement tools (e.g., social media and email) for public engagement purposes. Examples: Demonstrating how social media can be used to promote organizations, projects and events; using webinars or online seminars to explain procedures or processes of local interest; writing for and updating websites or online publications.
  • High level of proficiency in written and oral communications.
  • Excellent analytical and problem-solving skills.
  • Excellent time management skills.
  • Excellent facilitation and event-planning skills.
  • Ability to work within a team structure, collaborating closely with colleagues and operating interdependently to achieve assigned tasks.
  • Knowledge of Bureau and Department goals, objectives, programs and relationships to provide expert analytical and advisory services that are responsive to the mission requirements of the organization.
Minimum Qualifications:
  • University degree in communications, public relations, marketing, public diplomacy, digital publishing, website development or related field.
  • Ability to obtain and maintain a Secret security clearance.
  • Ability to travel internationally to any requested location.
Preferred Qualifications:
  • Currently has an active Secret clearance.
  • Prior experience working with the U.S. Department of State is highly desired to understand the
    culture and environment.
The salary range for this position is $135,00.00 - $150,000.00 annually.
